Preface

Humans, as animals, should rightfully possess the physiological rights of animals to live freely, equally, and for free in the entire natural world. They should also possess the spiritual rights of advanced beings to engage in unlimited speech and performance, laughter and tears, utilization and creation,love and marriage and so on. At the same time, humans should maintain the peaceful coexistence and parallel non-interference of herbivorous animals, eliminating the cruel beastly nature of carnivorous or omnivorous animals that slaughter their own kind.  

However, because humans originated from omnivorous ape and monkey ancestors and possess the inherent selfish nature common to all living things, and because human wisdom already possesses the pursuit of transcending the self, dominating all things, transcending the present, and enjoying eternal wealth and honor, conflicts and struggles between people become inevitable when everyone has the ability to act and create. This leads to a vicious cycle that cannot be guaranteed solely by traditional legal prohibitions.  

This is because those in power will abuse or distort the law, fabricating countless excuses, causing even traditional systems such as separation of powers, multi-party elections, and local autonomy—so-called democracies—to often backfire. The vast majority of ordinary citizens remain victims of the infighting among those in power. As a result, societies dominated by the West have seen rising death rates, and the lifespan of all humanity is limited to mere decades or a hundred years. This is vastly different from the super-capability of advanced intelligent beings who pursue immortality and can create everything needed for longevity! Consequently, the most harmful dictatorial hierarchy—the pseudo-life science community—has simply fabricated the anti-natural, idiotic fallacy that humans can only live about 120 years. This deeply misleads everyone, especially the ruling class, into pursuing quick successes and immediate pleasures, plunging all humanity into a tragic cycle of death.  

Fortunately, we have finally discovered simple and practical methods to infinitely extend the basic unit of human life—the cell—particularly the only feasible factor for activating human dormant stem cells. Since these two major methods must be realized by social groups with governmental institutions, and the contemporary scientific community is monopolized by the powerful and refuses open, fair debate and referendum, we have formulated this systematic scientific method, which is sufficient to enable everyone to produce immediate happiness effects full of youthful vitality within one or two weeks!  

Don’t believe it? Just implement it nationwide in any country, or even in a single community, and facts will speak louder than words!  

(Note: In this Law, the term “master” = voter = adult)

Chapter One: The Method of Coexisting with the Entire Heaven and Earth (The Method of Achieving Health and Longevity by Relying on All Living Beings)

1. Every person is born with the natural rights of animals and has the right to live freely, equally, and for free wherever human power can reach. Therefore, in the entire natural world, official monopolies are prohibited, and private occupation is even more prohibited! Every place must allow people to share it, or to share it in turns. Freedom first and foremost requires unlimited space.

Specific regulations shall be adapted to local conditions and decided by national referendum.

2. Every person is born with the right to fully exercise advanced human capabilities, including complete rights to speech, performance, creation and invention, reasonable utilization, love and reproduction, and all other rights. However, these must not harm others or the public interest.

3. Every person also has the right to demand collective national referendum for the public interest. This is essential to prevent harming others for self-benefit, harming the public for private gain, mutual competition, and endless slaughter.

4. These rights are precisely the physiological needs of every person. The life center of the human body is the nervous system. The human autonomic nervous system requires that people, like plants, coexist in parallel without conflict, compete in an orderly manner, follow the principle of first come first served, each doing what they can and taking what they need.

Although the somatic nervous system is selfishly prioritized, under the antagonism between the sympathetic and parasympathetic nerves, it stops at the appropriate point and does not exceed physiological needs to occupy more. Moreover, human sensory consciousness and its mirror neurons have the instinct of sympathy and empathy toward all people and things in the outside world. Even when the central nervous system demands more occupation, it will cause neural conflicts that harm oneself.

Therefore, only when the central nervous system conforms to the instincts of the autonomic nervous system and mirror neurons can human physiology be straightened out, functions coordinated, the body healthy, and longevity achieved.

5. Since physiological needs account for less than 1% of the proportion, while spiritual needs exceed 99%, everyone should more fully exercise advanced physiological functions—wisdom and spirit: transcending sensory intuition, thinking about things one has not seen or heard, and naturally considering the heaven and earth beyond one’s own scope. It can be seen that humans are born able to transcend the self and consider the interests of all, without worries. For this, as long as everyone has the right to create and the right to referendum with a mind for the world.

6. Based on unlimited imagination and the kinetic energy of hands, everyone must also have the right to reasonable utilization of the external world and the right to innovation, creating materials that nature has not naturally produced, and producing materials exceeding one’s own needs. It can be seen that humans are born able and should help others and all people, and are able and should make nature better. For this, as long as everyone has equal rights to utilize nature and to start businesses.

7. In order for everyone to fully exert themselves in harmony, order, mutual reinforcement rather than mutual conflict, everyone must have effective defense rights, the right to convene collective resolution, and more importantly, the right to initiate the summoning of the wisdom and strength of all people.

All rights exceeding the individual must follow the procedure of first requesting government handling, and if necessary, then initiating a national referendum. The basic method is: having the right at all times and places to hold national referendums on all matters involving nature, including human affairs. Only in this way can we ensure that everyone shares nature equally and orderly, and jointly enjoys the greatest combined force.

Except for those temporarily deprived of political rights according to law, all adults may propose initiatives or objections. As long as they obtain support from more than half of all adults within the specified time, it shall have legal effect, and the government and all people must implement it specifically.

Minors shall enjoy different degrees of rights according to the age provisions on civil capacity in civil law:

Those with limited capacity may not become candidates, but may exercise voting rights, referendum rights, and moral scoring rights, all counted only as half a vote; when exercising economic rights, they must obtain dual consent from parents or guardians and the government.

School-age children without civil capacity have no political or economic rights, but have moral scoring rights, counted only as one-third of the score.

The common ownership of nature, in addition to complying with the provisions of this Law, shall refer to the application of civil law principles regarding family joint ownership.

With the above rights, everyone’s spirit will be filled with confidence, truly able to be better than yesterday and even better tomorrow. Such a life full of happiness, full of spiritual positive energy and positive force, according to Newton’s third law of motion, will inevitably lead to infinite longevity and becoming younger and younger!

8. For the laws of national referendum to be implemented, there must be a government as the common agent entrusted by all people to be responsible for implementation.

Governments at all levels and in all places must administer in accordance with the requirements of national referendums, providing basic and even comprehensive guarantees for all people at all times, in all places, and for all matters.

The government has the right to ensure services through recruiting volunteers, economic measures, or organizing everyone to take turns dedicating themselves.

Everyone also has the obligation, based on their age and physical condition, to participate in corresponding work or service activities organized by the government. If a party disagrees with government requirements, they may appeal to the local parliament, which shall make a first-instance decision.

Rights and obligations must be equal, balanced, interactive, and organically linked, forming a virtuous cycle.

When people perform obligations or exercise rights, they have voting rights on the activities of relevant units, litigation rights on corresponding handling, and ultimately may request national referendum. Specific procedures shall be stipulated according to the characteristics of different unit activities.

The government should act as the common super parent of all people, providing services or guarantees to everyone from birth to death as much as possible.

Every person from birth shall have a government-issued identity card, incorporated into the unified social numbering system, as the basic credential for equally enjoying various rights in society, fulfilling obligations, and obtaining moral scores.

9. To make blue surpass blue, one must start from nurturing the seed. After any woman of childbearing age becomes pregnant, as long as she reports to the government, the government must provide a dedicated care center to offer her the best services until delivery; it also has the right to require the woman to provide relevant information. When necessary, it may require the relevant male to cooperate to ensure there are no medically prohibited reproductive outcomes or ethically prohibited sexual relationships.

If the woman cannot provide the male’s information, or the male refuses to cooperate, the police shall investigate, including conducting paternity tests.

If a pregnant woman does not report, the government shall, together with her parents, her unit, or community, show concern, verify the above information, and ensure the woman fully rests and cares for the fetus.

In all cases where the seeding male cannot be determined, the woman must terminate the pregnancy.

All births must take place in hospitals, and hospitals shall establish infant health records, tracking until school enrollment and handover to the school.

10. To make everyone’s small family exist, there must be big families (homes) everywhere; only when the government acts as parents can the world be one big loving family. Parents or single mothers have the right to choose to hand over the infant to the government for free upbringing until school age, and have the right to visit or raise the infant at any time. Without special circumstances, mothers have the obligation during the two-year nurturing period to regularly go to the infant nursery to fulfill nurturing duties, mainly breastfeeding.

The government must open infant nurseries in proportion to the number of residents.

Infant nursery workers shall mainly recruit female volunteers, especially those who have given birth and still have abundant breast milk, so that every child in the world starts fully equal on the physiological starting line and draws on the strengths of all.

11. Parents, single mothers, or single fathers also have the right, based on the wishes of their school-age children, to choose whether to hand them over to the government for full responsibility until adulthood or university graduation.

12. After the government accepts, it has the right, based on the child’s wishes, to require the parents to take them back for upbringing.

If parents are indeed unable to raise them, the government shall continue to raise them.

If underage children still do not wish to be raised by the government, the government may entrust them to other volunteer families or adults for upbringing, with teachers given priority. The government shall be responsible for follow-up and protection.

13. As long as the world is for the public, there will inevitably be work everywhere, and everywhere will be better. Any adult who requests work, the government must arrange it the next day.

For college students requesting corresponding work, the government shall first notify their school for a statement, and respect the consent of their parents or single parent. If the parents’ opinion cannot be ascertained, the decision shall be made based on the student’s physical and mental condition.

14. Love is the indispensable dual spiritual and physiological nourishment for every adult, and also the prerequisite for superior birth and upbringing, surpassing the previous generation, and the need for human evolution. As long as the world makes everyone kin, and kin even closer through love, it becomes easy, and mutual attraction between opposite sexes brings joy to all.

The government, as the common “parent” of the people, should naturally act as the matchmaker. For this reason, every single adult son or daughter has the obligation to register with the government, demonstrate personal information and mate selection requirements, and has the right to change them truthfully, so that when any unmarried adult requests a romantic match from the government, the government shall immediately pair opposite-sex candidates for their choice.

For those successfully introduced by the government, the government has the right to appropriately inquire about the situation, and both men and women, especially the applicant, have the obligation to respond to the government’s caring inquiries and suggestions.

It is prohibited to invent, produce, or use any sexual devices that go against human natural attributes; it is prohibited to perform, produce, or disseminate sexual acts; it is prohibited to have sexual relations with those whose sexual physiology is immature.

15. Implement a voluntary marriage system of monogamy. When a man and a woman marry, they must both be adults, both completely voluntary, have no blood relations within three generations, have no medically prohibited factors such as infectious diseases, and beyond that, no other requirements shall be imposed.

Love, marriage, and reproduction can only be based on the natural law of attraction between opposite sexes in humans.

16. Marriage must be registered with the government to be valid. From the next day, the couple shall have the right to obtain a marriage house twice as large as a single person’s, and the right to request the government to broadcast the wedding video for free on a dedicated film and television channel in sequence, so that the joy of marriage becomes a delight for all.

17. Divorce is free, but it is valid only when both parties register together or when the court (in absentia) rules. On the next day, the marriage house shall be returned, and the parties shall live in their own separate residences or reseal walls to live apart.

18. Superior birth and superior upbringing are also the cradle for surpassing the previous generation and the main body for a better tomorrow. The government should carry out national physical fitness cultivation to make everyone’s physiology as healthy and perfect as possible, scientifically help and reward those who practice superior birth to have more children, and ensure more females than males to conform to the natural balance law of yin-yang complementarity.

19. Only by relying on oneself is efficiency highest; only by communicating with everyone are benefits best, allowing full expression, with everyone superposition, multiplying, and even exponentiating energy billions of times.

Wherever it is possible for people to learn, work, and live freely, the government must create free conditions for the people to choose, and should not forcibly require people to comply with uniform locations, times, procedures, etc. However, the additional cost of creating free conditions may be charged to the beneficiaries, unless centralized implementation is more conducive to the health, intelligence, and happiness of the majority.

20. When one party is in difficulty, support comes from all directions. Only when the government attends to every detail can everyone have no dangers and never stop activities.

When anyone exercising rights and freedom anywhere is restricted by another party, they have the right to demand that the government promptly remove the obstruction; when facing any difficulties, they have the right to demand that the government reasonably resolve them; when encountering danger, they have the right to demand that the government provide immediate rescue.

21. When the government carries out rescue work, it has the right to require anyone within the jurisdiction to provide necessary assistance. If the party concerned does not accept the government’s handling or requirements, they may only file a lawsuit with the administrative court after fulfilling the obligations, up to removing the responsible officials as remedy.

22. Natural foods have the strongest vitality. All natural foods in nature shall be freely shared by all people. However, except for those with special physiological needs, no one may hoard natural foods.

23. The government shall ensure the growth of natural foods based on population size. When insufficient, it shall be responsible for planting food.

24. Unlimited free movement in space is a physiological right of humans as animals and a necessity for optimal physical fitness. It is the prerequisite for exerting advanced human characteristics and the objective need for people to gather collective strength and encounter countless loves and happiness. Restricting others will lead to more and heavier restrictions on oneself. Therefore, the entire natural world must allow all people to freely and freely go up to the sky, down to the sea, and travel unimpeded.

No government, unit, or individual may establish facilities or rules aimed at restricting others’ freedom beyond the legally approved scope of their own unit or personal life and privacy. The government also has the responsibility to ensure smooth passages between places on the basis of protecting the natural environment.

25. Making life full of movement is the prerequisite that life lies in movement. Wherever people can reach on foot, walking shall be the priority or the only choice. Only where transportation tools are truly necessary may lanes be built and vehicles operated.

26. True beauty is the healthy human body. Clothing beyond the needs of human hygiene, health, safety, and protection of gender characteristics is harmful to everyone’s happiness and longevity. Therefore, the government shall provide basic clothing and other daily necessities for free. Although people are not obligated to wear them, they must prominently wear unified template identification marks.

Students or employees of public units must wear unified uniforms at specified times, and the uniforms must also bear personal identification marks.

The styles, colors, functions, etc., of government-provided clothing must conform to science and be decided by national referendum.

27. Education, scientific experiments, medical care, law, public information, etc., are necessities for everyone to maintain spiritual fulfillment, basic physical health, and harmonious relations between people and between people and the government. Everyone has the right to obtain help for free and without obligation throughout their life.

The government must provide corresponding services to meet the number of local residents.

It is prohibited to profit from others’ physical suffering, basic spiritual needs, and justice activities.

28. These units must also implement a unique democratic system to ensure that students and their parents, patients and their families, participants, and all people have the necessary democratic management rights over schools, hospitals, law firms, media and information, so that everyone can obtain the best and greatest positive energy of the big family and keep interactions in a virtuous cycle.

29. Schools must simultaneously establish open-to-the-public science museums including libraries.

Science museums should regularly and at any time hold scientific debate arenas. The procedures are as follows:

(1) All people participate freely and equally. Contestants should submit complete arguments, which shall be publicized on the science museum website, and then take turns entering the arena.

(2) There are two ways for the arena: if there are prior opponents, the affirmative and negative sides shall debate; if there are no prior opponents, after the presenter states their case, the audience may freely question or come on stage to debate.

(3) The government shall preside over the scientific arena and organize school teachers, scientific and technological workers, etc., to form a jury for open guidance and comments. Both debating sides may debate with the jury. Finally, all on-site audience shall decide by referendum.

(4) The referendum results, debate process, arguments, etc., shall all be uploaded online for all people to review and may be subject to re-referendum.

(5) For those passed by referendum or re-referendum, the government shall prioritize the establishment of related democratic economies and put them into implementation. The relevant procedures shall apply to Chapter Four of this Law.

30. When anyone unfortunately passes away, the hospital shall be responsible for handling it and shall not occupy land space, unless it is a disease that all hospitals’ attending physicians of the global big family at the time confirm is incurable, and the patient chooses recognized methods such as freezing for “long-term hibernation.” In such cases, it may be preserved in a pseudo-death state in the hospital and stored in the most space-saving manner.

The hibernation hall should occupy as little ground as possible, like a skyscraper leading to heaven or a basement.

31. In principle, hospitals should, according to agreed times or conditions, restart body resuscitation work until the person is reborn or helplessly dies.

32. When hibernation space is insufficient, it shall be allocated according to the highest moral scores of the deceased.

Relatives may provide all help except moral scores, regular visits, etc.

Everyone will do good deeds, but it is difficult to do them for a lifetime, and the most difficult is to willingly risk one’s own life and sacrifice one’s life for others and the public good! Therefore, for such moral high-scorers who courageously dedicate themselves and other good people who unfortunately pass away, the government shall organize manpower and resources and use the latest technology to provide cloning and other new life or resurrection relief, unless the person publicly declared in their will to abandon it.

33. Biomedical and natural geography knowledge, as the need to know both the enemy and oneself, must be studied simultaneously with language.

Sports skills, in order to make humans the masters of nature, must mainly learn animal specialties. Competitions should mainly be conducted with animals.

Songs, as a unique spiritual enjoyment of humans, should use pleasant melodies and lyrics with clear healthy meanings to express beautiful inner emotions. Only then can they benefit spiritual and physiological health, bring pleasing feelings to everyone and even animals, and possibly cause resonance. Therefore, at least songs in schools can only be lyrical songs from the heart, or lively and cheerful, even with a sense of humor.

All the above shall begin to be popularized from the first grade of primary school.

Truth and reality are the instinctive requirements of the autonomic nervous system, sensory consciousness, and wisdom spirit. Deliberately violating truth and reality harms health and longevity. Fabricated stories mislead others and oneself, unless they are necessary for learning basic language knowledge, enhancing moral ability, or possess the humor and laughter-inducing qualities needed for human longevity. Professional learning should all be knowledge related to natural laws and their natural sciences with practical value. After all, life is limited while knowledge is infinite. The more everyone becomes the master of infinite nature, the more they should promptly learn well the truth of understanding, appreciating, utilizing, mastering, perfecting, sublimating, and cherishing nature, which can truly benefit all people.

34. The simpler the method and process, the more convenient, efficient, happy, and long-lived everyone will be. Therefore, standards for language, production tools, daily necessities, etc., for all humanity and even the entire universe should be unified as much as possible.

35. The determination of living standards such as language should conform to the human physiological instinct of proceeding from easy to difficult, cognitive laws, and aesthetic commonality requirements: pictographic, easy to speak, easy to understand, easy to remember, easy to write, beautiful, reasonable, etc. It may be selected by national referendum.

36. Learning foreign languages can only be animal or alien languages.

Even alien languages should follow the aforementioned scientific principles and be unified across stars through democratic referendum procedures.

37. Every person from childhood is a bud of the big family. Only by being able to bloom freely can they become the most beautiful flowers, bringing spring to the entire garden. From the time of entering kindergarten, anyone has the right to freely perform, teach, publish, form associations, assemble, parade, etc., anywhere, and has the right to require the local government to provide sufficient, convenient, and safe facilities and venues for this purpose, but must not obstruct others’ lives, nor require others to pay fees or fulfill obligations, except when others do so voluntarily.

Expressions of negative emotions, protests, or opposition can only be conducted in accordance with Chapter Three of this Law by complaining to the competent authority, filing a lawsuit in court, initiating removal procedures, up to requesting a national referendum. Methods that harm others or the public interest shall not be used.

The government has the responsibility to help realize this and may only regulate it while ensuring others have equal opportunities.

38. The government should also help, reward, and publicize everyone’s engagement in scientific experiments, exploration, righteous acts of bravery, helping others, and other justice activities.

39. Everyone has the right to settle down and make a living anywhere in nature, and equally enjoy all sovereignty and obligations of the local people, only needing to follow the fair order arranged by local governments. This ensures that the four seas are home, and everyone is the master of the world.

(1) Those exercising only spiritual and personal rights may not need to register.

(2) Those exercising local economic rights only need to apply, and the government shall arrange a solution within 2 days and comply with relevant work regulations.

(3) Those exercising local sovereignty referendum rights must indicate their legal place of residence and need to reside continuously in the locality for more than one week. Those exercising local sovereignty election and removal rights must also cancel their legal residence registration and change it to local registered master status.

(4) Those who want to take turns serving as local legislative sovereignty parliamentarians must reside continuously in the locality for more than two years.

The legal place of residence refers to the residence uniquely allocated by the government to each master, with the obligation to take turns managing the community. Sovereignty can only be fully exercised after registration at the master’s legal place of residence. The legal registration place can only be unique at any given time.

40. Local governments also have the responsibility to provide living and rights guarantees based on the number of floating population, ensuring guests feel at home.

No locality may establish organizations such as states or use any means to restrict, exclude, or discriminate against outsiders.

41. When existing facilities and materials are insufficient to accommodate outsiders enjoying equal living conditions, the government has the right to require outsiders to fulfill corresponding obligations to improve conditions.

Upon referendum by the outsiders, the government should also organize them to build new living facilities and materials, etc.

If local residents object, it shall be submitted to national referendum.

42. The great parent of the human big family shall regularly hold unified evaluations of the performance of local governments by all people, and publish them to the public together with evidence such as photos and videos on dedicated democratic system channels.

43. No one may privately build permanent or nature-destroying structures on land, waters, air, or other parts of nature. Only local governments shall be responsible for organizing local national referendums on residential building construction plans.

All local adults also have the obligation to jointly participate in the construction. Only by pooling wisdom and efforts can we achieve unity of will.

44. Local construction plans must also be reported level by level to higher levels up to the global big family government. Higher-level governments may request modifications. If lower levels disagree with the modifications, they may all request a national referendum in the higher-level government’s jurisdiction.

45. Human residential construction must comply with four basic principles:

(1) Necessity. Buildings for living or working are needed only because of human evolution or weakened physique requiring protection against the harms of nature and its creatures. Therefore, they must not exceed this necessity, leading to human isolation from nature or waste.

It is prohibited to set up any form of walls or similar aimed at preventing people. Where range markers are truly necessary, the principle shall be planting dense plants.

(2) Sufficiency. It should far exceed the single function of residence, fully tap the potential of buildings to help humans look far ahead, embrace the world, and enjoy natural beauty, especially the most magnificent heavenly scenes such as dawn glow, evening glow, and auroras. This will better make humans masters of heaven and earth, attract more group living, and become the cradle of love, happiness, wisdom, and strength.

(3) Regularity. Any building standing in nature must conform to natural laws, integrate as much as possible into the organic whole of nature, and must not become a burden or alienation of nature. It must not cause reduction or damage to land or waters, and must not dig underground living buildings, unless necessary for government services, scientific research, or special production. It must not cut corners or seek quick success due to cost considerations.

46. Interactions or movements between adjacent buildings or between floors, etc., should primarily rely on gravity from height differences and be automatic.

(4) Public welfare nature. All participants in construction shall equally obtain residences and equally enjoy public spaces. No building may be used for profit, nor violate everyone’s equality, freedom, and due responsibilities. It must never be for the purpose of restricting people.

47. For this reason, human residential buildings should be selected on geologically stable foundations according to wind direction, climate, topography, etc., and in principle must:

(1) Be supremely high, striving to reach an altitude of 3,800 meters, obtaining land from the air until the height is no longer suitable for biological life.

(2) Be like natural high mountains, striving to become an organic part of nature, a paradise shared with plants, birds, etc., like nature’s eternal, healthy, self-positive cycle, endless life, and must never weaken the shared breathing (atmosphere) and blood circulation (rainwater) between humans and nature.

(3) Obtain through height and width the climate, scenery, and vegetation of “one mountain with four seasons,” striving to make residents’ lives self-sufficient and spiritually fulfilling.

(4) Double the use of solar energy, wind energy, rainwater, etc., generated by “high mountain” residences to form ecological cycles. All exterior walls, main doors, windows, etc., must use movable glass, which can be changed to convex lens glass with height to ensure comprehensive ventilation without dead corners that breed pests and diseases, sufficient lighting, and greenhouse functions, while being convenient for people’s movement and communication. It must also ensure everyone has the most choices and that the government can smoothly compensate for individual deficiencies for public welfare purposes.

(5) “High mountain” residences should have profound connotations: carbon-free, leisurely, fully functional life; admirable small homes叠加 into big homes; both vibrant mountain cities and thousand-layer grand gatherings, ten-thousand immortals’ dwellings.

48. Buildings are not equal to civilization. True civilization (buildings) must be: filled with light inside and out, plants thriving, animals liking it. Humans must not reduce nature’s land, waters, and other spaces due to permanent or fixed occupation. Where land occupation is necessary, equivalent or larger areas of land capable of growing vegetables, flowers, and other plants must be compensated at the same time, or the natural original state restored as soon as possible within one year, ensuring that the quantity and quality of space for human life do not decrease at least.

49. Only one winding mountain road may be built around the periphery of human buildings. However, no one may own or use cars or other transportation tools on it that pollute the environment, endanger public safety, or occupy public spaces, unless the government uses them in a limited way based on management and service needs.

50. Every adult participating in the construction has the right to own for free one independent living suite here. Each household shall have two suites connected front and back. For those with more than four minor children, one additional suite shall be added for every two more children.

However, on this Earth and all planets in the universe, each person and each family is allowed to own only one suite at the same time.

Family residences shall in principle be concentrated.

51. Every adult also has the obligation to participate in the maintenance and management of residential buildings organized by the government and communities.

Community management shall implement a system of residents taking turns on duty.

52. Material equality not only makes things more equal but also more efficient, and only then can everyone mainly pursue the richness and longevity of spiritual life. For this reason, the area, quality, and basic living facilities of each suite shall be the same globally, except for necessary adjustments based on objective factors such as different geology and climate environments.

According to contemporary conditions, suites shall in principle include a living room, kitchen, and bathroom on the first floor, and a master bedroom, guest room, bathroom, etc., on the second floor, ensuring that every room has full lighting and ventilation, fully connected with nature, the healthiest, and energy-saving.

53. The management office is also responsible for taking care of the houses. When the entire family is away for more than one day, they should report to the management office so that the management can recommend out-of-town tourists to stay, so as to implement the world as one family, make full use of things, endless life, and also promote oneself and make wide friends.

As for fees, tourists may choose to give moral scores to the homeowners or pay their own moral points, and care for the house as they would their own family.

After the tourists check out, the homeowners may also give moral scores based on the tourist’s behavior discovered during inspection, and report to the management office for record if necessary.

For those with serious negative reviews, after investigation and verification, the management office may enter them into a blacklist and no longer enjoy this treatment in the future, but the party concerned may appeal to the management office, up to the local government and parliament.

54. Recommendations shall follow the principle of taking turns, matching men and women, and similar ages. If the person has special reasonable requests, they should be accommodated as much as possible.

55. Convenience for others is convenience for oneself.

Normally, the first-floor living room, bathroom, drinking water, and even kitchen should provide rest and convenience according to passersby’s needs, but unified standards may be set for the duration of each convenience and the number of people resting.

56. Food planted by homeowners in the responsibility area in front of their doors may be eaten on the spot by passersby when they pay moral scores or perform labor services required by the homeowner, but may not be taken away unless the homeowner agrees.

57. On weekends, homeowners must allow the management office to organize others in turn to freely visit all rooms to learn strengths and make up for shortcomings. The homeowner may be absent and turn on cameras.

However, each household may set the master bedroom as an exception.

58. The sea, land, and air are the common homeland of everyone. Do not do evil even if it is small.

No one may produce excessive non-recyclable garbage, discharge excess sewage, burn excessively to cause air pollution, or engage in outdoor barbecues and other activities that endanger public safety.

The government shall organize community management offices to conduct comprehensive evaluations, rewards, and publicity for each resident’s residence, help promote, improve, or urge corrections, up to punishment.

59. Attraction between opposite sexes is an irresistible natural law. Therefore, men and women shall live alternately and adjacently.

The first round of male-female matching shall mainly be by lottery. Those who freely combine shall only be arranged rooms last.

After allocation, free exchanges are allowed.

60. Adjacent households facing each other shall have two layers of independently operable interactive doors in the living rooms on each floor, and independent switchable interactive viewing windows on the doors, to facilitate the two parties gradually getting to know each other, communicating, visiting, helping each other, up to falling in love.

61. After both parties register for marriage, they may apply to the government to remove the isolation wall upstairs and connect it into one, becoming a grand marriage house.

Upon the request of the newlyweds, the government shall also help decorate the bridal chamber. The community management office shall organize residents to hold wedding celebrations in the floor square, all free.

62. Those participating in wedding celebrations may only give their own spiritual works, including performance programs. Upon application by the newlyweds, the government shall also arrange for public television stations and other media to broadcast the entire event live on site.

63. Every two floors upstairs and downstairs in each household shall be equipped with alarm bells. In emergencies, simply ringing the alarm bell requires the police to arrive within 5 minutes. At the same time, an emergency help light shall be displayed outside the door to remind outsiders that they may enter to rescue.

64. As advanced beings rich in emotion, wisdom, spirit, imitation, creativity, humor, responsibility, and dedication, humans far surpass all natural scenery and animal acrobatics. Only humans can bring infinite happiness, love, and longevity to others and all people. Therefore, residential areas of every four or more floors shall build indoor squares. The squares must accommodate all people in the area for cultural entertainment, physical exercise, communication, speeches, performances, referendums, love matching, education and learning, shopping and sales, handicrafts, public services, and temporary residence for tourists, etc., and should also allocate other functions according to the needs of the entire building.

65. Each floor square shall also take turns hosting building-wide resident festivals, striving to make every urban building feel like a festival every day.

The largest indoor square on the first floor shall also serve as the venue for national referendums and host the grandest New Year celebrations on New Year’s Day each year.

66. Outdoor squares connected to the indoor squares shall be built around each residential building. More than half of the area must be planted with flowers, fruit trees, vegetables similar to landscape grass, or lawns, etc. The area shall be adjusted according to the number of guests the locality can accommodate, prioritizing the planting of fruits, grains, and other natural foods needed for human life. Together with the food grown in each household’s responsibility bases on each floor, the quantity shall exceed what is needed to feed all people in the building, ensuring that all residents and out-of-town tourists feel at home, take as needed, have no worries about food and shelter, each doing what they can, and happily gathering together.

67. In front of each household, an aerial responsibility base must be built that can grow vegetables and low fruit sufficient for more than two people. Height shall be limited, with unified water supply for the entire building. Different seedlings and natural fertilizers shall be supplied according to the height and orientation of different floors and the needs of all people. During cold weather, vegetables, flowers, and fruits shall be transplanted as much as possible to the “greenhouse” or hydroponics inside each household’s rooms.

68. Self-reliance (also) equals living by one’s own labor, which enables better living. It is an irreplaceable instinct for everyone’s physiological health, spiritual fulfillment, and longevity. Each household is responsible for planting vegetables and flowers well in front of the door and planting more than four fruit trees of different seasons on the ground, striving to share fresh food throughout the four seasons.

69. Each person’s planted items must be signed with their name.

The government and communities shall assist in management and maintenance, especially difficulties such as plants surviving winter, mainly handled uniformly by the government, and organize national evaluations, rewards, publicity, and punishments.

70. Interactive acquaintance is the original meaning of kin and the source of happiness. It is everyone’s right and, when necessary, should also be an obligation. Therefore, every adult must take turns for free on duty managing this community at their place of residence.

Except in special circumstances where objective impossibility exists, delegation to others is not allowed. Others may only assist as volunteers.

When on duty for management, one must first visit and get to know every household in the community.

71. When residents go out, they may entrust others or the government to handle affairs other than community management and candidacy rights.

Entrusting the government shall deduct moral scores or require equivalent obligations.

72. Freshness is one of the best needs for human physiology and spirit. Therefore, residents of this city shall implement annual regular rotations of residence. Residents from different regions of the world shall rotate residence every four years to ensure that people from different orientations (southeast, northwest), different floor heights, and different regions can equally appreciate nature’s rich and colorful scenery and enjoy the nourishment of different geographical climates, thereby infinitely benefiting others and themselves.

Residents may also freely exchange directly or through government information at any time.

However, free exchanges must comply with the regular rotation regulations.

73. When residents rotate residences, the vegetables, fruits, and other plants they are responsible for shall be handed over correspondingly.

However, those who fail to meet standards shall delay the residence rotation.

When the other party requests to move in, those who fail to meet standards must still move out and temporarily reside in temporary accommodations in the indoor square on this floor or obey other local residences arranged by the government until planting meets standards, unless the new incoming person voluntarily promises to meet the standards on their behalf.

74. Everyone may also live freely and for free anywhere in nature, but only limited to mobile rooms, without damaging the natural environment. They may also live for a fee in government-built vacation rooms and must comply with government restrictions on residence time, scope, and cycles to ensure everyone takes turns.

75. The most suitable environmental standards for human living are: most people need no housing and no extra clothes, and can enjoy nature’s conditions like animals, directly obtaining nature’s most vital energy, surpassing animals’ physique and adaptability. Moreover, everyone can communicate and love without isolation. Therefore, the global human big family government should also organize or help people to migrate freely like animals following natural changes in climate and environment, flying like migratory birds across the globe and even the universe to more suitable areas for wintering and summering, so as to strive for everyone’s strongest physiology, best spirit, and greatest conformity to natural laws, unless due to special production or unwillingness to migrate and sufficient physical ability to withstand the climate, in which case they may do as they please.

76. Animals in nature are humans’ “teachers” (born before humans) and free good teachers and helpful friends. No one may imprison or distort animals’ natural instincts into alien livestock pets, nor treat low-level animals without wisdom and spirit as objects of human spiritual comfort, thereby reducing or hindering communication between people, unless the government, based on services for all people or special needs of the disabled, uses cattle, horses, camels, dolphins, pigeons, parrots, etc., for production, transportation, work assistance, sports competitions, learning and research, and life assistance for those with special difficulties.

Even for those with special needs, carnivorous or omnivorous animals that endanger personal safety must not be used, as that would at least make everyone tense and harmful to health and happiness.            

76. Nature is balanced, but not entirely perfect. Humans should sublimate nature’s balance in better ways. Animals being slaughtered and dying, leaving corpses to rot, is the main hidden danger of viruses spreading in nature. Therefore, humans must not harm wild animals without reason or allow animal corpses to rot outside. However, under government organization and in accordance with natural balance laws, based on the need to protect human safety and freedom, appropriate culling may be carried out on carnivorous or omnivorous animals that reproduce excessively and endanger humans, other animals, or plant ecological environments. Corpses must not be left outside or buried. Ensure a positive cycle, and equally distribute the meat to all local people. Out-of-town guests also have the right to enjoy it equally.

77. Water is the source of life. Excessive aquatic life is not conducive to water quality. Therefore, everyone may freely and for free eat fish and other aquatic life according to law, except during spawning periods, fish that are too small, or protected endangered aquatic life, etc.

78. Natural foods have the strongest vitality. The government should scientifically release aquatic life and terrestrial herbivorous animals that are harmless to humans to ensure human needs for wild animal meat. However, it is strictly prohibited to release or raise any terrestrial carnivorous animals or omnivorous animals that attack humans, ensuring an environment where everyone is safe, free, and worry-free, and harmonious interaction between humans and animals without obstacles.

79. More plants are always better. Humans must not dispose of natural plants at will. Disposal of plants must comply with laws and local government regulations.

Disposal of plants exceeding a certain quantity, special species, or in specific areas requires government approval. In principle, equivalent replanting is also required.

Planting plants, fruit trees, vegetables, etc., exceeding a certain quantity or special varieties only requires filing with the government.

The government shall promptly review to ensure planting is harmless.

80. Only fruit trees can provide the best color, aroma, and taste, which are common needs of human spirit and physiology, and between humans and herbivorous animals. The government has the right and responsibility to organize everyone to carry out afforestation mainly planting fruit trees, making nature more perfect. No one may refuse, unless physically unable.

The government shall erect monuments and biographies beside trees for each planter, conduct comprehensive evaluations, and publicize them.

81. Only free is perfect freedom, comfort, and efficiency.

Anything without specified fees shall be free.

Anything utilizing natural materials or conditions shall be free.

Fees may only be charged where quantity is limited, number of people needs restriction, or compensation for effort and continued rewards are needed.

82. Geese leave a sound when passing, people leave a name when passing. Unless otherwise specified not to register, all must accept registration hosted by the government or organizing unit, or automatic entry of physiological information such as fingerprints, face scanning, and ID number into records.

83. The government should fully establish real-world websites, media, literary and artistic platforms, etc.

All spiritual products reflecting the objective world published here must be true and accurate, and must indicate specific locations, times, and even production tools and methods.

For those involving personal images, unless confidentiality is requested, they must not be obscured, voice-changed, or if privacy is not legally allowed, must still be reflected truthfully.

84. Works published on other platforms that are mainly fictional must specify so concretely. Science fiction works should indicate the logical relationships of their scientific deductions.

85. Since everyone is the master of the global big family, they must serve “their own largest homeland.” Every adult must, every quarter regularly or at any necessary time, obey government arrangements and fulfill public welfare or corresponding obligations, without needing to pay any taxes or fees.

86. Those who can perform labor services must not pay fees or ask others to substitute, unless it is professional work delegated to professionals, which also requires government approval. If the master truly has no labor capacity, the government shall handle it itself or distribute it to other masters in the community.

87. For any labor services the government requires masters to perform, it should announce reasonable moral scores. If not announced, the lowest moral score shall be given to the laborers.

Anyone who disagrees with the announced scores has the right to request the government to change them. If the government refuses, they may request parliamentary ruling. If they disagree with the parliamentary ruling, they have the right to initiate a local national referendum.

88. Those who can fulfill but fail to perform obligations on time may not exercise political rights. Those who seriously fail to perform may not exercise economic rights. Those who refuse to perform will also face restrictions or penalties on personal, spiritual, and other rights.

The government may publicize relevant information.

89. When the world is one family, military service is only concentrated training for humans to possess the strongest power, to prepare for resisting natural disasters, beast attacks, defense against aliens, or sudden major disasters such as social “epidemics.” It is also a need for every male’s physical exercise and the natural requirement for males to protect females.

Every soldier is a guardian of nature and humanity, and a pioneer in developing the universe.

All adult males have the obligation to serve short-term military service, not exceeding one month per quarter in peacetime, and only one year of service within every hundred years. At other times, they must not become soldiers, must not hold weapons, and must not be controlled by the government.

Adult males who voluntarily request to increase their military service cycles, the government should accommodate as much as possible.

90. The main training items for military service should be comprehensive physical fitness of the human body, subduing wild animals, adapting to various natural environments, rescuing various natural disasters, etc.

91. The government is only responsible for training soldiers and has no right to decide military actions against anyone alone.

The government also does not maintain an army in peacetime, only storing weapons.

92. Weapons, apart from killing and destroying nature, are a waste. Therefore, it is prohibited to invent, produce, own, or use on any planet any weapons exceeding what is sufficient to resist group attacks by natural beasts. However, weapons specifically used to transform nature, artificial products, or target and destroy meteors that have lost natural balance and will collide with other planets are exceptions.

The password to open the armory must be jointly entered by the government, parliament, and sovereignty duty personnel.

Except for forest animal police, legally approved hunters, explorers, scientific and technological workers, soldiers undergoing military training, etc., when necessary, no one may keep weapons.

93. When people go deep into the wild for tourism, camping, etc., and encounter animal attacks, they can only defend with martial arts, knives, and other cold weapons relying on sufficient physical strength. If unable to resist animal attacks, they can only pre-alarm or timely call for help.

94. For any corner of nature that people plan to reach, the government must conduct safety cleanups in advance, or simultaneously station forest animal police for guard, and set up cameras or satellites for full monitoring coverage to ensure people’s life safety and pleasant travel.

95. Police are the public’s public guards and social investigators, mainly protecting everyone’s person, spirit, property, etc., from infringement by others or animals, investigating infringers, handling dangerous animals, rescuing those in distress, and upon people’s request, investigating all unknown man-made cases in society and restoring the truth.

Police must not carry directly lethal weapons. They mainly rely on superior martial arts skills and righteous courage. The heaviest weapons needed to detain infringers or stop criminal infringements are special short-term anesthetic weapons, sufficient only to subdue suspects.

96. Safety is the prerequisite for human physiological health and normal spirit. The greatest danger to people is other people. According to Newton’s law, those who make others unsafe have no sense of security themselves.

Those who deliberately infringe or seriously threaten others or their property, or deliberately damage the public environment or occupy public property, the police may immediately detain the infringers.

97. If both the victim and the infringer have no objection to the basic facts, the infringer may only be released or bailed out with the victim’s clear forgiveness.

If both parties have objections to the facts, or the victim does not agree to release the infringer, the police may only prosecute the infringer in court within the legal time limit, and the court shall make the final decision.

98. False accusers shall be punished according to the penalties for the content of the false accusation.

99. If the party has followed the statutory relief procedures but believes they have not received fair or timely handling, they may only complain up to requesting the removal of the responsible official. If they believe the relief procedure is improper, they may only request the corresponding parliament to amend it. If they disagree with the parliamentary amendment, they may request a national referendum.

100. Police shall mainly be served by males. All adults may apply to participate in police training, learn relevant legal knowledge and professional skills, etc., and those who pass the written examination shall finally undergo unified local national interviews.

101. Interview content is the quality requirements for police: loyalty, bravery, diligence, fairness, high martial arts, good at reasoning, etc., in grand competitions. Among them, martial arts competitions, in addition to free human fighting, are mainly competitions with animals. The participating interview public shall give comprehensive on-site scores and select the best for employment.

Those temporarily not employed shall be reserve police officers.

102. The first round of police station leadership ranking shall be determined by interview scores, unless high scorers voluntarily yield. After one year, all police in the police station shall operate according to direct democratic system.

103. Police may resign themselves, or be eliminated every four years when participating in a new round of national interviews, or be removed at any time by local voters.

Vacancies from resignation or removal shall be filled by reserve police officers. If reserve police officers are insufficient, police or voters may recommend, and the director shall select. However, at the next interview conference, they must participate in fair competition to determine retention or removal.

104. Police shall obey citizens’ (masters’) reasonable requests and cooperate with government administration.

When there are many people on site and the majority’s opinions are contrary to the government’s, the police shall refuse the government’s request and arrange and protect the immediate conduct of a national referendum.

105. When natural disasters, personal dangers, or property damage occur, police have the obligation to actively rescue.

When police force is insufficient, the government may temporarily mobilize the military for emergency rescue and disaster relief, etc.

106. If citizens disagree with government handling or police dispositions, they may only first apply for reconsideration. If they disagree with the reconsideration, they may apply for review by the peer parliament or file an administrative lawsuit. If still disagreeing, they may appeal the court ruling, or all may request a national referendum in the same-level jurisdiction.

Chapter Two: The Method of Obtaining Dedication from Hundreds of Millions of Men and Women (Relationships Between People)

107. Only when everyone strives to be a good person and strives to dedicate love can the world be filled with gratitude and love everywhere.

Only when good people are well rewarded will everyone strive to be a good person and pursue beautiful ideals, so that even memories and dreams are filled with happiness, making one’s present, past, and future full of positive energy, and maintaining eternal youth.

Only by comprehensively implementing mutual moral scoring among all people, replacing the role of money and hierarchical treatment, can this be achieved.

In addition to this Law, interpersonal interaction relationships may refer to the provisions of the marriage law regarding family relationships, etc.

108. After a person begins to have wisdom and judgment ability, if there are no corresponding rights to enable them to actively exert it, it will suppress reason, damage health and longevity. When a person performs obligations, if there are no rights synchronized, it will cause imbalance between both sides. Spiritual hunger and expansion are both harmful to health and longevity. Therefore, from the time of entering primary school, everyone has the right to give moral scores to others or units at any time and anywhere, recorded in their identity information moral credit card or unit account.

However, primary school students’ scores shall be calculated at one-third, middle school students’ scores at half, and moral scores obtained by primary and middle school students shall also be correspondingly counted.

Minors who have not entered school may not exercise the above power.

109. Citizens or units shall use their respective moral scores in place of money to enjoy corresponding materials and services.

In all aspects where money is needed, identity moral scores shall replace it. In places where the number of people needs to be limited or order of priority set, those with higher moral scores shall have priority, and corresponding treatment shall be enjoyed by consuming each person’s moral scores.

Those that still require examinations, elections, etc., shall follow their provisions.

110. Each person may only swipe their own moral credit card. The card must have built-in unique physiological information such as photos or fingerprints and technology to ensure only the owner can activate it. This kind of “money” may not be directly given or inherited!

111. Everyone only needs to use their own fingerprint, enter another person’s ID information or different name, unit account or name on the government’s corresponding website, to enter scores for others or various units, or use updated technology methods to directly score others in the most convenient way.

The government is only responsible for preserving everyone’s moral score records and verifying evidence, and must not alter them.

112. When the world is one family, kin should know each other.

Outside one’s own residence, everyone should ensure that their legal identity information is prominently displayed on the front and back of their body, facilitating “one glance and acquaintance” so that others can scan with their mobile phones to display your identity information and directly give moral scores.

For this purpose, the government should provide free customized unified identity clothing or marks and mobile phone technology software for everyone.

113. All works left by oneself in public places must be signed with one’s name. All places requiring registration or registry must use real names. Stage names cannot be used alone.

114. The management scope of any unit must be clearly marked and fully open to the outside. Others must be allowed to freely enter and exit, photograph, etc., according to reasonable norms, so as to help, learn, supervise, appreciate, and score.

115. There is no need for privacy between kin. There is no right to privacy in public places, but no one may maliciously disturb others.

Public places should install as many cameras as possible or rely on satellites for all-round, full-time recording. The government is responsible for all-weather care, so that everyone can leave commemorative glorious images of themselves anytime and anywhere. By entering one’s own moral ID card number for free in the government video library, one can display and copy one’s own video clips, but with time limits, for self-appreciation, self-examination (including checking possible scores from others), saving energy on self-photography, etc.

116. For activities of individual citizens that have not been discovered by others, the government should give moral scores based on camera records in public places or satellite footage, etc. The handler must sign their name, and simultaneously publicize the party’s activity records and scores to the public.

Except for this, the government or any unit may not score others or units.

117. Everyone has the right to view at any time and anywhere the moral score information and camera evidence of themselves and officials at all levels in their jurisdiction preserved by the government. For others or units scored by oneself, one may also apply to the government for inquiry, but limited to the entry registration of one’s own scores and their total moral score. Appointments and queuing are required. The time for viewing camera evidence, etc., must not exceed unified limits. Unit heads also have the right to view their unit’s scoring situation. All may request government personnel to answer on site to ensure everyone equally embraces the world.

118. Each person may only score each person or unit once per day. Each score is positive or negative 100 points.

No one may score themselves. Cohabitants may not score each other. Scoring does not require public conduct or mutual discussion.

Mutual scoring between colleagues in each unit is only valid within the unit and shall be handled separately according to law.

119. Each score must explain the reason.

The moral scoring website needs preset conventional reasons for scorers to choose conveniently, and additional explanations are also allowed.

Where there is evidence, it should also be attached. Those who deliberately fail to provide evidence shall have their scoring rights restricted.

When positive or negative full scores are still deemed insufficient for reasonable evaluation, the scorer has the right to report to the government or call the police for handling.

The government or police shall handle it promptly according to law and provide feedback to the scorer.

120. The government should publicize good people and good deeds as much as possible. For bad people and bad deeds, it should promptly remind, talk, educate, and other ways to help the actor correct. If it violates public security laws or constitutes a crime, it shall be handed over to the police for handling.

121. The level of moral scores does not affect one’s scoring rights toward others or basic political, economic, and spiritual rights.

122. The government shall adopt various free ways to help those with excessively low moral scores to improve, but the decision is up to the party concerned.

123. Masters or units that disagree with their own scores, scores of others or units they scored, scores of officials at all levels, or corresponding government or police handling may first apply to the government or police for reconsideration.

If disagreeing with the reconsideration, they may sue in a specialized moral court.

All litigation is free. In the end, the losing party in the court’s judgment shall bear all costs.

124. During moral court trials, the parties shall appear in court to respond. When necessary, the government shall testify.

If the government or police is sued due to handling moral scores, the government or police is the defendant, and interested parties are third parties.

125. Moral court trials shall be presided over by a female Daoist leader, with the jury deciding.

The number of jurors shall be even. When the affirmative and negative sides are equal, the Daoist leader shall have the final voting right.

126. Jurors shall be randomly selected from all adults. Jurors and Daoist leaders do not need to recuse themselves.

127. Daoist leaders must be those with higher moral scores in the region. They may register to participate in relevant knowledge training and pass examinations, then periodically undergo national interviews. The interview theme is: reasoning, kindness, fairness, diligence, patience, and meticulous physiological elements. The participating public shall score on site and select the best for appointment.

For this purpose, the government should establish moral subjects in primary schools and higher moral studies.

128. After each four-year term, Daoist leaders must step down for four years before being eligible for reappointment according to the previous provisions.

129. Daoist leaders shall also implement a regular rotation and exchange system.

Local voters have the right to remove them.

Those removed may apply for a national re-referendum in the higher jurisdiction. If retained again, they shall take office in another place.

130. Moral trials may only render judgments. Mediation does not apply. It implements a one-trial-final system.

131. If parties disagree with the judgment, they may only request a local national referendum.

132. If the plaintiff loses, the Daoist leader may refer them to the local parliament to review whether it constitutes malicious litigation.

If ruled as malicious litigation, they must publicly apologize to the defendant and have corresponding litigation rights restricted.

If the party disagrees with the parliamentary ruling, they may request a national referendum.

This does not apply to plaintiffs conducting good-faith litigation.

133. All trials must be public and broadcast globally in full, with the broadest moral scoring by all people on the parties.

Chapter Three: The Method of Making All Humanity as Close as One Family (The Relationship Between the People and the Big Family)

134. Moral scoring makes everyone better than kin even if not kin. To make the world one family, it is also necessary for the world to nominally be one big family. The big family must have a common great parent. The great parent should be served by the person with the highest moral score.

135. If there is more than one person with equal scores, a female shall serve. If all are female, the eldest shall serve, unless the eldest yields.

136. The great parent serves for life, unless after one year, their score is surpassed by another who is willing to replace them.

137. If the person with a higher score politely declines, the next highest shall serve, and so on.

138. If the great parent passes away or voluntarily resigns, the second highest scorer shall succeed.

If the second highest politely declines, the adult children of the great parent shall inherit, unless opposed by national referendum, then select according to the previous procedure.

139. The great parent mainly exercises three major powers and missions.

(1) When the affirmative and negative votes in the big family’s national referendum are equal, the great parent decides.

(2) Any referendum or government legislation, decision, etc., to dissolve the human big family shall be vetoed by the great parent.

The great parent’s above votes have the highest legal effect and may not be re-decided. Matters in item (1) may not be re-discussed for at least four years.

(3) The great parent is the legal representative of the human big family on this planet, representing the planet for external (planetary, etc.) visits, etiquette, and signing, but substantive matters are handled by the government, submitted to parliament for review, and may be subject to national referendum.

The great parent also exercises other powers that should be exercised by them.

140. The great parent also exercises honorary work rights, freely inspects various places, and issues suggestions.

Local governments shall receive the great parent and briefly report relevant situations to them. For the great parent’s suggestions, they must be announced at the top of the local sovereignty website for timely national referendum.

141. The great parent shall also naturally serve as or concurrently hold the highest leadership or honorary leadership of the moral university or moral major, so as to teach morality theory and practice by words and deeds.

142. The great parent is the symbol and core of the unity of the human big family. The treatment of the great parent and their family shall be formulated by the government and submitted to national referendum.

Chapter Four: The Method of Making Government Function Like the Human Body System (The Relationship Between the People and the Government)

143. The functional system constituting the common life body of humanity is the great role and basic mission of the government:

(1) From the perspective of the life body, the government is its entire functional organizational system. The relationship between organizations is mainly division of labor and cooperation. All people are cells.

(2) From the perspective of the big family, the government is the common parents plus public servants of all kin. When managing, it acts like parents, submitting to national referendums to ensure fairness and selflessness. When serving, it acts like public servants, serving everyone equally.

(3) According to its composition and work, the government is the agent elected, entrusted, supervised, and removable by all people. It exercises all agency rights and is the most credible common organization. All people are the principals. Everyone may exercise sovereignty individually and jointly make final decisions.

144. For the human body to be healthy and long-lived, it must grasp three major links: obtaining nutrients from the outside world through the respiratory and digestive systems—oxygen and diet—then mainly relying on the central nervous system to guide and the blood circulation to balance supply to the whole body, and finally relying on excretion, lymph, phagocytes, and other all-round immunity. For this, the government must be composed of three major organs: decision-making (legislation = respiratory and digestive systems), implementation (administration = blood circulation and nervous system), and relief feedback (judiciary = immune system), like the various functional organizational systems of the human body, succeeding one another, complementing each other, forming a virtuous cycle, separately and jointly subject to all people, jointly pursuing the goal of giving everyone the most happiness, love, and longest life.

When there are contradictions between them, they must request and cooperate with each other for reconsideration. If disagreeing with the reconsideration, they may only request higher-level handling or ultimately request a local national referendum. None may abuse power or neglect duties.

145. Everyone is an equal master of the big family and exercises all sovereignty over various affairs through the method of equal proposals followed by national referendum.

Each master’s sovereignty is unlimited and should not be abandoned. The government and its civil servants must not restrict it.

146. Governments at all levels and places, in addition to exercising the agency rights explicitly stipulated in the provisions of this Law, also have unlimited agency over public welfare affairs, but all are subject to the sovereignty of all people at all levels and places.

The relationship between the people and the government, in addition to this Law and its sub-laws, shall apply the provisions of civil law regarding joint entrusted agency.

147. In emergencies, for the benefit of all people, the government may appropriately exceed the entrusted authorization to administer, but must promptly request national referendum for ratification.

If not ratified, the government shall be responsible for remedies. If remedies are impossible, the directly responsible government personnel shall bear legal responsibility.

Ratification adopts a veto voting system. If veto votes do not exceed half of all people within the specified time, it shall be deemed ratified.

148. Just as a person is born only once and then pursues continuation and longevity. Except for the first government elected by all people in a general election, local voters shall separately select and reject governments at all levels and places based on their performance in handling entrusted public affairs and the performance of each civil servant. There shall be no fixed-term elections, nor shall other members besides the responsible civil servants bear joint liability.

Any civil servant, as long as not removed, has the right to lifelong tenure, and there is no retirement system.

149. The main ways all people exercise sovereignty are: on matters— the right to initiate on affairs at all levels and places, the right to referendum on legislation, decisions, and judgments of various government departments, and the right to referendum on social affairs involving democratic system units; on personnel— the right to campaign, elect, and remove agents including administrative officials, judges, and public positions in democratic economy units, etc.

150. Parliaments at all levels and places shall establish sovereignty service agencies to help all people exercise sovereignty.

151. Everyone has the right to initiate: propose any bill anytime and anywhere, publish it on the dedicated “Sovereignty in the People” website, independently choose the classification and grading of the bill, and submit it to local up to global and even universal national referendum. However, the sovereignty service agency may, according to the content of the bill, notify the proposer to adjust the original classification or grading, automatically adjust the voting time proportionally according to the importance of each bill’s content and the scope involved, ensuring equal, free, direct, comprehensive, convenient, and free exercise.

If the proposer disagrees, they shall decide the grading themselves or classify it under the comprehensive category.

There shall be no restrictions on the topics and explanations of initiated bills.

152. The proposer may also first apply to the relevant agency. If not adopted within the corresponding period, they may then exercise the right to initiate.

Any bill that obtains consent from more than half of all voters in the corresponding region before the specified voting time shall have legal effect. Those who disagree with the bill do not need to vote.

153. Everyone has the right to referendum on legislation, administration, or effective judgments of the three major government organs.

The procedures for referendum rights and initiation rights are basically the same:

(1) Before exercising referendum rights on parliamentary legislation, first raise objections to the parliament. If disagreeing with the parliament’s reply, one may appeal to the higher-level parliament or directly exercise referendum rights.

If the legislative organ disagrees with the local national referendum, it may only request the higher-level parliament to apply for a higher-level regional national referendum.

(3) If anyone disagrees with administrative organ decisions, first apply for reconsideration to the peer parliament or higher administrative organ. If disagreeing with the reconsideration, then exercise referendum rights.

If disagreeing with specific administrative acts, one may only file an administrative lawsuit in court, then apply litigation law procedures.

(4) If disagreeing with effective judicial judgments, the parties may appeal. If others believe the judgment violates public interest or harms their interests as outsiders, they may also appeal to higher courts. For Supreme Court judgments, it shall handle the appeals. If disagreeing with the handling of appeals, all may request a national referendum in the same-level court jurisdiction.

If higher courts disagree with lower-level national referendums, they may request a national referendum in their own jurisdiction.

154. For passed referendum and initiation bills, rewards shall be given to the initiators, and accountability shall be pursued against relevant government officials who refused reconsideration. If the relevant government still causes social harm after refusing to perform upon receiving the reconsideration application, the relevant officials shall be held accountable.

155. The result of democracy equals positive numbers and positive energy; anti-democracy equals negative numbers and negative energy.

The only criterion of the democratic system is that the minority obeys the majority, which is a mathematical law. Therefore, low-level small-scope democracy must also obey high-level large-scope and even global and universal democratic referendums, ensuring that the part conforms to the whole and the minority obeys the majority. Laws are irresistible!

156. Since the government is the people’s parent officials, and everyone has the opportunity to be parents, everyone has the right and opportunity to directly serve as government officials at all levels.

Anyone may only run as an individual.

157. Legislation values fairness and must conform to the fair rule of minority obeying majority in all matters. Therefore, legislative parliamentarians must be fairly served in turns by every voter, composed of half men and half women, and try to match people of different races and ethnicities.

Administration values daring to act and take responsibility, needing to dare to be the first in the world. Therefore, administrative heads shall mainly be elected by courageous and resourceful males.

Judiciary responsibility lies in correcting according to law, convincing with reason and righteousness. Therefore, judicial officials shall mainly be elected by fair, compassionate, and righteous females, and must possess professional knowledge in law and medicine (nerves, blood, endocrine, brain tissue, five senses, etc., that dominate human speech and behavior), and first pass examinations.

158. Parliamentarians from low to high levels shall be determined by numbers decreasing level by level according to the proportion of 1% to 0.0001% of local voters. Each term is two years, and they shall be promoted level by level to the highest parliament of the big family, unless the person clearly gives up or is removed by voters in the jurisdiction after one year of term.

Vacancies after removal shall be immediately filled in order.

Removed parliamentarians may only regain eligibility to serve as parliamentarians after all voters in the district have rotated three full rounds.

Half of the parliamentarians shall be rotated in order each year.

159. Every parliamentarian has the right to propose bills, publicize them to all people in the jurisdiction, and within a certain time, automatically rank them in order for all parliamentarians to vote based on the number of voter clicks agreeing. Only when more than half of all parliamentarians agree shall it have legal effect.

160. Meetings for discussion, debate, and voting shall be presided over by the speaker.

The speaker shall be elected by all parliamentarians and represent the parliament externally. In other aspects, they are equal to parliamentarians.

Parliamentarians may not abstain and do not enjoy immunity beyond speech.

161. When parliament meets, all people may freely attend and speak or inquire within specified times according to regulations, but local citizens have priority in speaking and inquiring.

162. To serve as administrative head, one must go through election. Election requires publicity, and publicity must be free. For similar publicity with more candidates, the publicity order shall be arranged according to the level of each person’s moral scores.

163. Elections shall be hosted by the parliament’s sovereignty service agency and democratic media. First publish the information of all registered candidates and the final vote counting time, organize candidates to carry out rich and colorful campaign activities. Local all people shall vote online before the deadline, counting only affirmative votes. Only those exceeding half the number of all registered voters may be elected. Opponents do not need to vote.

If candidates have equal votes, the one with higher moral scores shall be selected. If moral scores are also equal, males shall serve. If all are males, the eldest shall serve. Eldest equals teacher.

Candidates do not need to provide any guarantee and cannot obtain any surplus from the campaign.

164. Heads of various departments of administrative organs shall be nominated by the head candidate and voted on together by all voters.

Voters do not need to vote affirmative for department heads, but may vote against department heads. If opposition votes exceed half, the elected head must select another department head.

Other officials must first pass scientific examinations in different departments, then be selected for employment by the head or department head on merit, and implement a long-term tenure system unless legally disciplined.

165. Administrative heads at all levels and department heads have no term limits, nor fixed elections. They may only be removed by leaders or superiors according to law, resign voluntarily, or be removed by voters.

166. Heads removed by superiors may apply for a national referendum at their level.

If the national referendum revokes the superior’s order, the head shall continue to serve. If the superior’s removal is upheld, or the head voluntarily requests resignation, a new election shall be initiated at the same time.

167. When heads and other officials leave office according to the above provisions, the retention or removal of cabinet members such as department heads of the administrative organ, except for voluntary resignation, shall be decided by the new head.

168. Judicial officials shall register as candidates after passing judicial examinations, then be uniformly elected by all people according to the above procedures. After election, there is no term limit, but they must pass law examinations and medical assessments every four years again. Those who fail the examinations and assessments must voluntarily resign, or be removed by more than half of voters, before being supplemented by national election.

169. Examinations and assessments shall be organized by the highest government with university professors setting questions and invigilating, but the scope of examination questions and assessments shall be publicized to all people in advance. Anyone may raise objections up to applying for national referendum.

Other professional examinations, assessments, selections, and their qualification standards shall also be handled by reference to this article to popularize knowledge, ensuring both professional science and conformity to the practical needs of all people.

170. All those elected may have removal motions proposed by any master. For administrative officials, voters may only request removal of administrative department heads, to be implemented by the administrative head. If the head does not adopt it, voters may directly remove the department head or initiate procedures to remove the head and their team together.

If only the department head is removed, the head shall renominate a successor and submit to national referendum.

For other officials, the party concerned may also propose replacement to their supervising head. If the head does not perform, the proposer may then request national removal.

171. Removal requires rigor and justice and shall be hosted by the parliament’s sovereignty service agency and democratic law firms.

For removal, only affirmative votes need to be counted before the specified time. It is effective only if exceeding half of local voters.

172. All expenses after initiation bills, referendum bills, and removal bills are passed shall be borne by the government. If not passed, they shall be solved by the proposer themselves.

173. Government affairs must be fair. The right to supervise government affairs is the natural right of everyone with sensory consciousness and must not be monopolized by specially established agencies.

When anyone exercises the right to supervise, they may require officials to clearly state their own information and relevant explanations. If disagreeing with the explanation, they may appeal to the relevant agency for handling. If disagreeing with the final handling, it can only be solved through removal procedures against the head or department head, parliamentarian, or judge themselves.

If disagreeing with the legal policies for officials’ legal handling, it shall be solved through referendum rights.

174. Private individuals have privacy, but government affairs must be public. (Machine) sealed to prevent germs. All government affairs must be made public proactively or upon masters’ requests, unless it is a case where the master themselves proactively applied for government handling, and all parties to the case request confidentiality, and confidentiality does not violate legal provisions of public interest.

175. Society should establish schools, hospitals, law, media, literature and art, science and technology, libraries, arenas, clubs, and other rich and colorful units needed for personal spiritual rights and interests, all free to the public.

Among them, media shall be established by parliament to publicize major policies to all people and supervise administration and judiciary. Legal services shall be established by courts to facilitate judicial access for the people and feedback social relief situations. Others shall be established by administration.

However, after one year of establishment, all must implement democratic system management in accordance with Chapter Five of this Law and have no further subordinate relationship with the establishing organ. The establishing organ only mediates according to law.

Clubs, etc., may also be established by private individuals.

176. Media have the right to freely interview, report, and comment on any person or matter, but private individuals have no obligation to accept.

When private individuals submit contributions to media or literary and artistic organizations, the relevant units must reply promptly and reasonably.

Contributors, interviewees, self-recommenders, and other counterparties who disagree with decisions of public welfare units or their hosts may request national referendum or legally remove the responsible personnel.

177. Hospitals and schools concern the foundation of everyone’s physiological health and spiritual ability and also need to implement special democratic systems. Patients and their families, students and their parents have certain removal and referendum rights over hospitals, schools, and their employees. The social public may exercise initiation and election rights over them.

Relevant sub-laws shall be formulated separately.

178. The human big family government is divided into six levels from bottom to top: (square, (community, building), camp), (natural environment), big family.

179. Administration and parliament shall be established starting from the square level, and judicial organs starting from the district level. Community service offices below the square level shall implement resident rotation management and other autonomy.

179. The building-level legislative organ shall be established in the middle layer of the people’s building, the building-level administrative organ at the bottom layer of the people’s building, and the building-level judicial organ at the top layer.

180. The powers and responsibilities between superior and subordinate governments at all levels, and the mutual operations between the three major organs, shall follow the following principles respectively:

(1) Parliament is responsible for all legislation except this Mother Law and may propose amendments to this Law.

(2) Legislation of lower-level parliaments must be filed with higher-level parliaments. If it violates higher-level laws, the higher-level parliament may require the lower level to amend or directly correct it.

If the lower level disagrees with the amendment, it may only request a national referendum in the higher-level jurisdiction.

(3) If a higher-level parliament considers lower-level national referendum legislation illegal, it may only request a national re-referendum in the same-level jurisdiction.

(4) Parliament may require heads of administrative departments to come promptly to accept inquiries. Administrative departments also have the right to question legislation at any time in special parliamentary meetings. Parliament shall also regularly have lawyers and others attend special meetings to testify on judicial matters.

(5) Administration is responsible for implementing this Mother Law and sub-laws and formulating effective policies for the system.

(6) Higher-level administrative organs lead lower-level administrative organs. For improper administration by lower levels, they may order correction. For ultra vires administration by lower levels, higher levels may directly correct.

(7) Judiciary is responsible for adjudicating according to law all disputes between people and people, people and nature, and people and government that cannot be resolved by themselves. Where there is no law to apply, natural laws, human commonalities, and moral customs shall apply.

(8) If the court considers there are problems with the laws it relies on, it shall report to parliament for handling in accordance with items (1)(2)(3) of this article. If it considers the law violates this Mother Law, it shall report level by level to the highest court of the big family for deliberation, then request the highest parliament to review. If disagreeing with the review result, request a national co-decision of the big family.

(9) If the court considers administrative policies illegal, it only needs to adjudicate according to law and issue judicial suggestions, level by level requesting the court at the same level as the administrative organ that formulated the policy to require that administrative organ to correct.

(10) If the three organs do not adopt each other’s suggestions, inquiries, or questions, they must, in accordance with Article 104, report and request the common jurisdiction to initiate a national referendum.

(11) Judiciary implements the principle of no trial without complaint and level-by-level supervision by superiors and subordinates. If higher judicial organs consider lower-level judgments illegal, they may only amend according to law after the parties appeal.

181. All court trials of cases shall implement the jury system. Among them, civil cases shall be chosen by both parties to be tried by jurors or entirely by judges. If no agreement is reached, it shall be tried by jurors.

Jurors decide the determination of facts, and judges decide the application of law.

Jurors shall be even in number. All cases follow the principle that the minority obeys the majority.

When the affirmative and negative numbers are equal, the judge casts the final vote.

Criminal cases must also invite relevant specialist physicians for joint trial so as to physiologically correct criminals into new people.

If parties have legitimate reasons, they may request judges, jurors, or physicians to recuse and select others.

182. All types of cases may be appealed after first instance. However, if the parties confirm the facts, they shall be tried by judges of the higher court. If retrial of case facts is needed, the jury system must be implemented.

Jurors shall also be served in turns by voters.

Jurors of higher courts must be elected from among those who have previously served as first-instance jurors.

When higher courts try cases, the number of judges and jurors must be twice that of the first instance.

Implement a three-trial final system. The third trial is a legal trial. The number of judges in the third trial or retrial must be three times that of the first instance.

For collegial panels with more than three people, the minority also obeys the majority.

183. All cases requiring deprivation of personal freedom or even life are criminal cases and shall be investigated, prosecuted, and appealed by the police.

184. If a defendant is detained overdue without prosecution, or the victim has a clear defendant but believes the police refuse to file, pursue, detain, or prosecute, the parties, or the lawyer, relatives, or friends of the detained defendant may complain to the peer parliament. The parliament shall review and decide on the same day, and the police must implement immediately.

185. A life for a life equals equality of life. Wrongful killing of people is also the fundamental disaster leading to viruses ravaging the world! Therefore, based on equality of everyone and public safety, for those who deliberately cause the death of innocent people, the death penalty may be imposed with safety measures. For those who deliberately cause major disability or lifelong pain to others, the death penalty may also be imposed, unless forgiven by the victim.

For other crimes, imprisonment, temporary deprivation of political rights, and targeted scientific compulsory treatment determined after physician consultation shall be sentenced according to law.

186. All death penalty cases shall be publicly tried finally by the Supreme Court.

Even if the suspect has already been executed, the court at the place of the crime shall publicly try the case. If the trial confirms the suspect should not have been executed, the perpetrators shall be pursued according to law, and the suspect’s family shall be comforted and relieved according to the degree of harm suffered.

187. After any criminal sentence, when executing imprisonment, the person must participate in labor according to their ability, and there shall be no form of redemption with money, commutation, parole, or government pardon. However, other forms of rewards may be obtained, including moral scores, unless after obtaining the victim’s consent, a national re-referendum in the jurisdiction of the final judgment passes, allowing early release.

188. Criminals after compulsory treatment must also participate in targeted labor. After physicians examine and confirm that physiological factors such as genes causing recidivism of the same crime have been eliminated, it shall be submitted to the victim and local all people for joint referendum to decide whether early release is possible.

Before voting, the victim or anyone may request the criminal to meet for assessment. The criminal shall accept one-time assessment by the victim and local all people. Regardless of the assessment result, the final national referendum shall prevail.

If out-of-town masters disagree, they may request a higher-level jurisdiction national re-referendum.

189. For crimes by mentally ill patients, since normal people’s penalties cannot be applied, the court must sentence them to placement in a specialized mental hospital until mentally completely normal.

190. If mental hospital supervisors are negligent, leading to the release of uncured mentally ill patients who then commit crimes, the supervisors shall bear corresponding criminal responsibility.

191. When anyone discovers another person suspected of mental illness, they must report to the police. If the police on-site assessment finds it possibly true, they shall immediately take the person to the mental hospital for identification.

Those identified as mentally ill shall all be admitted and treated for free until mentally completely normal.

192. During treatment, mental patients, except for not reproducing offspring and not endangering public safety, etc., shall enjoy humane treatment and have their right to request re-identification periodically guaranteed.

193. Families of mental patients have the right to regularly visit patients in mental hospitals, cooperate with hospital diagnosis and treatment when necessary, and also have the right to supervise the hospital’s medical care regarding patients’ rights.

Mental patients without families shall have the local parliament as guardian.

194. Parliamentarians have the right to investigate any place, person, or matter in their jurisdiction. Administrative officials have the right to investigate relevant persons, places, and matters within the scope of their duties. Judges and Daoist leaders have the right to summon anyone related to litigation cases or investigate relevant places and matters.

195. Only the police have the right to temporarily detain citizens suspected of violating the law or committing crimes, and must directly request the local parliament within 48 hours to decide whether continued detention is necessary, then handle according to criminal procedure law.

Parliament shall immediately vote democratically. If detention is approved, the detention time shall be determined at the same time, with a maximum of 3 months. If detention is not approved, the police must release the next day.

196. Detention of parliamentarians, judges, Daoist leaders, and administrative heads must first obtain the consent of the higher-level parliament.

The great parent of the big family, except for current crimes, shall not be detained.

For police violations and crimes, parliament shall be responsible for investigation and prosecution to judicial trial.

For this purpose, parliament has the right to temporarily requisition soldiers, ending the requisition when handed over to the court for trial.

When judicial organs try criminal cases, etc., and execute judgments, they also have the right to rotate and draw soldiers to maintain order.

197. Except for working time restrictions, all government office places shall be orderly open to all people. All government affairs shall accept public inquiries from all people. When people raise specific reasons, they shall also accept specific inspections by all people.

198. The government relies on agency fees and all people’s obligatory labor, etc., for administration. It must not issue government bonds or borrow debts or other ultra vires or actions violating agency relationships.

199. During their tenure, officials shall enjoy basic economic or moral score treatment according to their positions. All treatments shall be uniformly formulated or amended jointly by the highest parliament, administration, and judiciary, and submitted to national referendum. In principle, it shall be calculated by doubling the legally minimum treatment of social occupations and increasing level by level.

200. The minimum scores for various industries and positions in society shall be initially determined democratically by administrative departments together with all democratic enterprise heads and submitted to all adults for referendum.

There is no upper or lower limit on total moral scores.

201. When disasters or dangers occur, police have the obligation to rescue. When police force is insufficient, administrative departments may temporarily mobilize the military for emergency rescue and disaster relief, etc.

202. The all-people communist system is invincible: no enemies, no opponents! Therefore, no person or department has the right to initiate war. When self-defense war or protection for extraterrestrial development is necessary, the military may only be mobilized after the highest administrative department obtains the consent of the highest parliament.

Anyone may raise objections to this and immediately submit to national referendum.

Chapter Five: The Method of Making Nature Cycle Positively (The Relationship Between Humans and Nature)

203. Nature exists relying on natural balance laws. As long as its balance is not broken, it can be eternal, although not perfect. Natural balance dynamically lies in the positive cycle of the whole and all aspects. Therefore, all human activities in nature must not violate natural balance laws or destroy natural balance, but can integrate into various cycles, separately and as a whole elevating natural balance, making nature, this big homeland of humanity, better.

204. Human life cannot be separated from nature. Only when the entire nature is beautiful can everyone live better and longer. Therefore, people widely distributed in various places in nature have the right to supervise and require how the government, units, and individuals occupy, use, and dispose of nature, and have the obligation to participate in democratic economies or social labor organized by the government.

205. The five basic principles of human economy:

(1) True economy: cost-effective. The standard of cost-effectiveness is: with the smallest cost to nature and humanity, everyone obtains the greatest benefits.

(2) Conforming to laws: Only by conforming to relevant natural laws, especially natural balance laws, can one guide according to the situation, achieve great results with little effort, sublimate natural balance, and promote better positive cycles.

(3) Positive cycle: Any economic activity must not only ensure its own beginning-to-end echo and organic connection but also should be incorporated into the positive cycle of nature as a whole or related aspects.

(4) Happiness and longevity: When harvests are difficult to quantify or related laws are unknown, making everyone happy and long-lived is always the purpose and core of all economy.

(5) National referendum: Democratic economy involves participation and democratic decision-making by all people. Private operations are also subject to all people.

206. Based on the principles of the previous article, operations shall follow the order of first big then small, first more then less, first having then none, first easy then difficult:

(1) First consider global and even universal overall resources and needs.

Where nature already has enough, only nature should or shall be prioritized for use, and artificial production shall not be done.

Where nature can produce, only assisting nature in reproduction shall be done, and alternative production shall not be done.

Where substances are dispensable for human living needs, they shall not be overproduced or excessively obtained from nature.

(2) When natural resources must be used, prioritize but not exclusively use nature’s most widespread eternal energy.

(3) Use nature’s renewable resources and ensure sufficient regeneration.

(4) Fully “free” borrow or utilize nature’s animals and other biological capabilities, but ensure natural balance.

(5) Where necessary and remediable, use nature’s non-renewable resources in limited quantities.

(6) Only substances that have no natural resources but are necessary for humans, and can prevent harm, may be produced.

204. The standard of excellent human physique is the ability to naturally adapt to and get close to the entire nature. This is the prerequisite for humans as advanced animals and masters of nature to make nature better, and also the foundation for everyone’s health, longevity, and happiness. Therefore, it is necessary to:

Prohibit production and business activities of basic processes, subjects, and purposes that are anti-natural laws, such as air conditioning.

Prohibit profiting from human physiological and spiritual indispensable needs such as medical care, education, and information.

Prohibit simply consuming nature’s non-renewable resources.

Prohibit conducting economic activities with major destructive methods.

Prohibit any economic activities that pollute the atmosphere, waters, or land.

Prohibit production, sales, or exceeding experimental use of substances harmful to humans’ adaptation to nature.

Prohibit production of substances and garbage that nature cannot digest.

Prohibit production, sales, and use of foods aimed at changing human mental states but harmful to physiology and wisdom.

For production that does not conform to the above principles due to special needs such as sublimating nature, effective pollution-free resolution measures must be taken, and production quantity and use scope must be restricted.

205. All foods that are basically generated by nature shall be supplied to the people for free in equivalent amounts, or freely and equally taken by the people.

Even for foods mainly planted artificially, the surplus after sales should also be supplied to the people for free. Hoarding for speculation, reselling, spoilage, waste, becoming garbage, etc., shall not be allowed.

206. Eating raw equals eating life. For all foods that can be eaten raw, whether free or sold, under the premise of ensuring safety and hygiene, everyone should directly eat them raw at the base. Those inconvenient to eat raw shall be transported to people by democratic economic units or the government. Where intermediate links such as supermarkets are necessary, freshness and vitality of food must also be ensured.

207. Humanity has no beginning and no end, so that longevity has a beginning but is difficult to end.

The big family government should also organize local governments around the world to jointly build a well-connected cycling humanity network.

Humanity paths shall be built as indoor corridors with full-glass windows on the outer walls. According to different local climates, ensure lighting, ventilation, rain protection, sun protection, cold protection, etc. On the top of the corridors, in addition to planting short fruit trees, vegetables, and other foods in the middle, the railings and other parts shall all be paved with solar panels, also taking into account rainwater collection and insulation functions. Toilets shall also be set in the vegetable bases on the corridor tops. Only necessary accessible toilets for the disabled shall be set inside the corridors.

208. Flowers, grains, and fruit trees should be planted on both sides of the humanity paths, and it should be convenient for pedestrians to pick fruits on the corridor tops.

209. Tourists may all eat vegetables and fruits for free but must not take them away, except for carrying for the elderly, weak, sick, or disabled.

The entire life process and materials of the greenways must maintain a positive cycle.

210. Pedestrians may apply to engage in economic labor on site. Governments of each road section also have the right to require pedestrians to perform necessary labor.

211. Walking instead of riding, life is a stroll. Only by meeting can there be romance, and life can be long.

When all coming and going people are kin and loved ones, walking can make every step a scene. Sidewalks equal humanity paths. Police and other civil servants can only patrol back and forth on foot. Only the elderly, weak, and young children may ride pushcarts.

212. Big family equals home in all four seas. Benches shall be placed along the corridors. Waterproof soft mattresses, sleeping bags, etc., shall be placed under the benches. When needed, pedestrians may lie and sleep here but must not occupy chairs or other ground.

213. The government should also build open-air greenways parallel to the humanity paths. Only on greenways may ambulances, fire trucks, engineering, public security rescue vehicles, trucks, public transport vehicles, etc., be driven.

Riding public transport vehicles requires deducting moral scores.

214. Terrain height differences should be utilized as much as possible to build cableways parallel to greenways. Only universal gravitation plus human “tug-of-war competition” traction and bidirectional cycling sliding may be used, consuming as little or no energy power as possible. It is also the most meaningful physical exercise along the way.

215. Fully enjoying natural scenery is an essential element of physiological health and spiritual beauty. Humanity paths should connect various scenic spots so that everyone can freely and on foot tour the world’s natural heritages, wonders, landscapes, etc., for a lifetime.

216. Along the way, especially in every natural landscape, the government shall be responsible for publicizing relevant knowledge to tourists.

217. The journey of life is not only an eternal physiological need but more importantly spiritual enjoyment and exertion. Only the positive energy force of the spirit is infinite.

Continuous message walls shall be set on both sides of the corridors, allowing tourists to freely write, draw, and express themselves.

When the memorial walls are full, the government shall set automatic functions: record the works with the most likes, then erase them, and store them in electronic rolling bulletin boards for rotation playback.

218. Rivers are like blood vessels of the life body, and blood vessels must be interconnected. The world should also try to form an inland river network, connecting larger rivers and lakes on land with canals to regulate water sources, prevent floods and droughts, smooth fish passages, form a river network, and sublimate natural balance.

219. Governments of each river section shall be responsible for carrying out water-based “touring mountains and playing with water,” transportation, breeding, fishing, food and lodging, and learning projects in democratic economic ways, and cultivating swimming ability for all people in waters.

220. Shipping shall mainly rely on human power and sails. River governments should organize tourists to carry out multi-benefit “tug-of-war (boat)” competitions, going downstream or rowing upstream against the current in the joyful sound of physiological and spiritual win-win.

221. Most of the Earth is ocean. Opening up ocean living and residence and operating water mobile cities achieves multiple benefits at once: following circulating ocean currents, drifting with the flow, fully utilizing laws, saving energy, being romantic and free, not occupying land. It is not only population flow but also makes the entire city flow.

The management method of sea mobile cities shall apply to building (floor) level governments but must conform to:

(1) According to seasonal weather, try to follow ocean current directions for global living without energy consumption, combined with wind power and other power generation, solar energy, tidal wave energy, etc., to achieve energy self-sufficiency as much as possible.

(2) On city cruise ships, collect rainwater, plant vegetables, fruits, and other foods, combined with fish and other marine life, to achieve food self-sufficiency as much as possible.

(3) In addition to ocean exploration, scientific research, and cleaning ocean garbage, cruise ship residents shall also engage in fishing, ocean utilization, and other businesses in democratic economic ways, interacting with coastal economies.

(4) It is strictly prohibited to dump garbage into ocean waters. Whenever living garbage becomes too heavy, or when residents want to land for living, the cruise ship must dock, publicize the number of passengers it can accept, and allow water and land residents to exchange anytime and anywhere.

(5) At the same time, water cities shall also participate in one-to-four-year rotation residence with land residents, giving people multiple choices of living and residence. Specific methods shall be legislated separately.

222. The acquisition of spiritual positive energy mainly lies in interactions between people. When everyone is their own kin, loved one, benefactor, and capable person, each person can be nature’s most beautiful scenery. Therefore, at intervals along greenways or waterways or at every scenic or tourist area, the government must build guest rooms, squares, and multi-functional indoor halls, schools, research, medical care, etc., capable of accommodating corresponding tourists, ensuring that the vast number of travelers can entertain, communicate, fall in love, perform, teach and learn, labor, rest, etc., here.

223. Everyone is the master of the world. Tourists have the right to raise opinions anytime and anywhere. Governments of each road section or cruise ship governments must reply promptly. If tourists disagree with the reply, they may request local parliament to vote. If disagreeing with the parliamentary vote, they may request local national referendum. If disagreeing with the local national referendum, they may request national referendum in the higher-level jurisdiction, up to the final decision by the global big family. In accordance with the procedures for exercising sovereignty in Chapter Four of this Law.

224. The purpose of all economy can only be to give everyone the greatest happiness, highest wisdom, most love, and longest life. Any part of land and underground, waters, air, etc., must not be privately occupied or monopolized by government or other organizations. Therefore, democratic economy must mainly be implemented. Everyone has the right and obligation to equally participate, decide, and fairly and reasonably share economic construction activities related to nature.

Economic democracy is the only way that is efficient, win-win for all, law-conforming, fairest, invincible in the world, and harmless in production. It is the dynamic necessity to ensure nature’s common ownership by all people.

225. Procedures for establishing democratic economy or private economy:

For any activity that transforms nature or produces non-natural substances exceeding one’s own needs, the proposer must beforehand classify and publicize it on the global dedicated website, and file for review level by level with governments at all levels up to the highest government.

If there are no objections within the specified period, the proposer may operate privately or request the government to establish and democratically operate it. If there are objections with clear reasons, everyone may discuss on the website. If discussion yields no result, the local parliament shall regularly organize experts and everyone to hold debate conferences. Finally, the participating public shall decide by referendum.

If passed by referendum, it may be implemented. If there are still opponents, it may only be submitted to local national referendum. Implementation shall not stop before the referendum takes effect.

If higher-level government objects, it may only request national referendum at the same level, up to the final global national decision.

226. Anyone has the right to request the government to establish any industry. The government should reply within a time limit. If the government disagrees or fails to reply within the time limit, the proposer may operate privately or request parliament to order the government to establish it.

If any party disagrees with the parliamentary decision, they may request local national referendum.

After the national referendum passes, if major losses are caused by government delay, responsible officials shall be punished.

The government may also decide on its own to establish economic entities. If masters object, they may request parliamentary reconsideration. If the government or masters disagree with the reconsideration, they may all request national referendum.

227. When the government establishes democratic economy or public institutions, it shall first entrust a manager or have the proposer serve as the first-term temporary enterprise leader. After one year, the formal leader shall be democratically elected by all employees of the enterprise, and a direct democratic system shall be implemented, with all employees exercising rights such as initiation and referendum, election and removal. Procedures shall refer to and apply corresponding provisions of Chapter Four of this Law and be legislated separately.

228. Democratic economies must be fully open equally to all people and subject to social national referendums, with no further subordinate relationship to the government. The government only administers according to law and provides services.

229. Democratic enterprise employees shall ensure basic wages. Leadership wages shall be received at twice the enterprise’s legally minimum wage. Rewards shall be combined with enterprise benefits and decided by all employees’ vote, and may also be subject to national re-referendum in the corresponding region.

230. Freely engaging in private economy is everyone’s natural human right. Other aspects shall apply the social moral scoring system.

There shall be no restrictions on the content, methods, etc., of private economy.

However, based on nature’s common ownership by all people and mathematical logic, industries that directly use nature may only be conducted by democratic system enterprises led by the government to ensure equality, fairness, perfection, and efficiency.

231. Production and business that consume non-renewable natural resources must supply equally and for free to all people.

232. For industries utilizing renewable natural resources, the government shall represent all people and share proportionally with enterprises. The specific proportion shall be decided by national referendum.

233. If private individuals or partners need to utilize nature, they must first obtain government approval and open to the outside. Moreover, anyone may request national referendum to change it, but losses to private operators must first be compensated.

234. Democratic system enterprises shall be fully open to all people. When recruiting employees, they must treat global all people and even similar people on other planets equally, including in campaigning and merit-based admission. There shall be no differential restrictions on region, ethnicity, race, etc. Anyone has the right to join equally, visit, supervise, and suggest at any time, only without hindering normal production procedures and business secrets. Enterprises shall reply promptly.

Private enterprises, except for necessary confidentiality in competition, must also open to the outside, accept supervision and reminders, and prevent problems from the beginning.

If parties disagree with the enterprise’s reply, they have the right to appeal to the government. If any party disagrees with the government’s handling, they may only request local national referendum.

235. Every product is its own moral advertisement.

Every product must indicate the basic information of the individual producer and their unit.

236. Enterprise production and business operations must implement the system of individual employees bearing lifelong reputation responsibility for products, with the unit bearing joint liability. No unit shall have limited liability. Upon unit dissolution, individuals shall be responsible for acts before dissolution.

237. When selling products or providing services, in addition to obtaining the marked moral scores, unlimited moral scores from consumers may also be obtained.

238. Moral scores obtained by each democratic unit shall be shared by all employees or shared according to agreement.

239. Democratic enterprises must prioritize and double repay the government’s investment in establishing the enterprise and shall no longer pay other taxes or fees. However, enterprises that directly utilize natural resources should also pay profits to society in proportion or relatively fixed amounts. Parliament shall be responsible for equally distributing them to all people.

240. Every democratic enterprise is:

Each person’s ability fully exerted like an enterprise owner × (all employees + social all people) combined force = billions of times energy.

Democratic enterprises shall also internally implement a competition mechanism mainly based on moral score evaluation. In addition to excess economic rewards, employees may also receive unlimited spiritual honor certificates and publicly recommend outstanding employees to society.

241. Whether established by which level of government, democratic enterprises shall all be equal, may develop outward infinitely, and shall be subject to corresponding government management and national referendums according to changes in regions.

242. Except for occupying natural resources, democratic enterprises and private enterprises shall compete equally and shall not enjoy any privileges, but must bear more responsibilities.

243. If private enterprises want to merge with democratic enterprises, it shall be jointly decided equally by both parties.

If private enterprises voluntarily transform into democratic economies, the private business owner shall be the first-term enterprise leader. Thereafter, they shall completely operate according to democratic economy democratic rules.

244. Citizens’ invention patents may be operated privately or the government may be requested to establish democratic enterprises for implementation.

For those established by the government, the patentee shall naturally be the leader, unless they voluntarily yield. Other aspects shall all implement the same democratic system management.

245. Before any person’s or unit’s creation, invention, or patented technology is put into production and development, it must be publicized and reported to the government for review, but technical secrets may be kept.

If disagreeing with the government’s reply, one may apply to higher-level government for re-examination or request the peer parliament to organize experts and scholars to hold a public hearing for ruling. If still disagreeing, one may request peer national referendum.

246. Public use has no privacy. Any patented product publicly sold has no privacy right. Imitation and reproduction are allowed, but quality must be guaranteed, and the original creator and their unit information must be fully displayed before one’s own information may be displayed.

247. Any master has the right to make suggestions to the enterprise for matters beyond the enterprise that affect society or where society needs the enterprise’s services. If the enterprise refuses to accept, the master has the right to request government handling. If both parties disagree with the government’s handling, they may request national referendum.

Chapter Six: The Method of Gaining New Life on New Planets (The Relationship Between Humans and Extraterrestrial Planets and Extraterrestrial Beings)

248. When the bodies preserved on Earth by hibernation and other methods in accordance with Chapter One are overcrowded, the government may transport the bodies in order to suitable extraterrestrial planets for human life, in order to make it easier for them to gain new life.

If the hibernators’ wills have corresponding requirements, they may be prioritized for transfer to extraterrestrial planets.

249. Those dispatched to extraterrestrial celestial bodies (referred to as angels) who use the latest scientific and technological methods to spend the long journey in hibernation and other pseudo-death ways shall have all their rights and obligations unaffected. Even if their genes have lost the life history records after awakening on the new planet, like newborns, they should continue their life history on Earth, unless they themselves clearly request to rename, and the renaming does not violate public interest.

250. Angels dispatched or immigrating to extraterrestrial planets should advocate and abide by the three major democratic systems established by this Law, unless there is only one or two people.

251. True democracy is to enable everyone to automatically become completely equal masters. Therefore, democracy is invincible: no enemies, no opponents. Any exclusion, oppression, especially killing will lead to vicious cycles, including wronged cells becoming revenge seeds, evolving into viruses and indiscriminately retaliating against the human world. Therefore, whether for different regimes within this Earth or on extraterrestrial planets, force must not be used to forcibly change them. Only reason can convince people, and the three invincible democratic systems in the world shall be naturally popularized, unless encountering extraterrestrial beings’ force or magical harm or expulsion. If language can communicate, only emergency avoidance shall be used. Only in emergencies where language also cannot communicate may legitimate defense be implemented.

For lower-level creatures on extraterrestrial planets, in principle, methods on this Earth shall apply.

252. Any humans on extraterrestrial planets who recognize and abide by this Law may also apply to become members of this Earth or “overseas star” members, enjoying equal rights and bearing equal obligations.

253. If humans on extraterrestrial planets have special needs, they may retain special treatment without hindering the basic rights and interests of humans on this planet, but the principle of reciprocity shall be implemented.

254. Even on extraterrestrial planets, humans in principle must not experiment or produce new people not produced by two-sex intercourse, and even more must not produce non-naturally produced animal microorganisms, viruses, etc.

255. Humans must not promote animals to become humans again, unless there are only two pairs of male-female couples or fewer people on the extraterrestrial planet.

For animals that spontaneously become new people again based on direct democratic system, humans should accept them but need to provide special care to help them adapt to human society as soon as possible.

Chapter Seven: The Method of Making Good Methods of Law Even Better

256. When everyone under the sky is kin, laws are still needed because the essence and justice of laws are the requirements of natural laws and their logic, that is, to clearly embody the invisible and silent natural laws in the form and effect of laws, so that irresistible laws are followed in the human world at all times, in all places, and in all matters, so as not to lose big for small, collapse from ant holes, and even more to guide according to the situation, push the boat with the current, sail smoothly, and achieve great results with little effort.

Only with the backing of national referendum or all people’s right to referendum can each law conform to natural balance laws and other natural laws, natural sciences, and human commonalities, and become relatively the best law.

Good laws are good methods, the best and greatest methods suitable for all people. Only then will everyone be willing to actively learn laws, find laws, and improve laws. Bad laws are even more evil, universal evil, preemptive evil, and difficult-to-change evil.

257. The purpose of formulating all laws and policies is to center on enabling everyone to obtain the greatest happiness, intelligence, love, and longevity to the maximum extent, and must not allow contradictions, especially must not create self-contradictions.

258. Procedural litigation law must implement vertical and horizontal democratic systems. Substantive law must take equality, correspondence, interaction, and positive cycle as principles to ensure balance in human society and nature.

259. This Mother Law is the requirement of natural balance and other laws for the human world. It is the basic law of the human big family. Other legislation, law enforcement, and judiciary must not violate the provisions of this Mother Law.

For matters not covered by this Mother Law, in addition to formulating relevant sub-laws, contemporary civil law may be referred to for application, except where international private law and civil laws of various countries conflict with the principles of this Mother Law.

260. This Mother Law must be amended only after passing by majority consensus in national referendum. Other sub-laws need only pass by majority consent of the legislative organ or all people, and may be amended by majority consent of the legislative organ. All people may exercise referendum rights again.

However, the provisions of this Mother Law on nature’s common ownership by all people, democratic economy, moral scoring system, and best parent system are determined by natural balance laws and human commonalities and should not be changed.
