——以科学的全民主制取代霸权专制与土地私有的间接民主制

序言

如果要问大家:您幸福吗?相信大多数人回答:不幸福!

但还是有少数人认为幸福,尽管只是相对的或者自以为是的。

如果要问大家:您长寿吗?几乎没有人说:长寿——

因为,人类社会延续或称发展了几千年,物质建设已经取得了亿万倍的发展,按道理,人的幸福感也应相应提升,人的寿命也该不断延长,与所谓的经济发展成正比而延长亿万年,至少超过长寿动物的几千岁!然而,事实上,我们号称最高级动物的人类在多数方面却连野生动物都远远不如!当动物可以满世界自由旅游时,我们人类却受到国家、地区及其身份限制,出境要两国审批,跨区域生活也需不同认证;当动物可以随处平等的安家乐业时,我们人类即使极少数能够出国出游,但无权在异国他乡自由平等生存发展,只能限时赶回国或家乡,还自嘲为爱国爱家;当动物都可以随意呼喊、尽情歌唱时,我们人类无论在东方还是西方都不能充分、顺利享有这与生俱有的言论表达自由;当动物无需专门就业,也就无失业之虞,到处可以免费享用自然界提供的充足食物时,我们人类却因专权霸占或私有分割而难以自立自存,时刻面临生存危机;当动物都直接饮食自然食物,取得最佳生命力时,我们人类却在被误导为高级的烹调、“科学”的“经济”发展中慢性中毒,至少失去了生命力;当乌龟、仙鹤等动物都能长寿千岁,我们天天美食、月月医保的人类至今只能存活几十上百年——

生物并非都有生必有死,植物就能永葆青春,即使是沙漠中的胡杨林也能千年不倒,万年不死。但我们人类不仅没能保持生物的优点,反而把高级的智慧大多用于了正义的反面,走火入魔:动物虽然没有豪宅,但可以自由居住在无限壮美的大自然,随处为家,我们人类虽然拥有一个或几个小家,却失去了亿万倍的大家——遍地都是封闭的别人家或号称公家但严禁入内的霸权阶级私家;动物虽然没有汽车火车,但既然到处都是自家,都可以平等生存,哪里需要什么交通工具以便急忙赶回家?我们人类并非不愿悠闲远游,只因离开了小家就无家可依,难以生存,而不得不借助交通工具紧张赶回家;动物只需随季节变化,南来过冬,北往度夏,一直享受大自然最美景观与最适宜的气候,并因而保持群体的欢乐、种族的盛会,我们人类却只能各自几乎终身固定一地,依赖违反大气、耗能污染、害天害地、误人误己的空调暖气来勉强度日——

现代引以为豪的经济发展、GDP数据主要就是靠这类所谓解决人类吃住行的建设,而这些建设(还不包括导致全人类自杀的军事武器)大多数不仅不需要,而且根本就是反自然、反人类——人类本来是动物,却被土地及国家政权私有化挤压得不能充分活动而植物化、牲畜化,而本来只是不动的植物水果蔬菜等却反复被迫移动运输成死物、垃圾,才可以在人类小家里食用。

经济的本义是以全体最小代价使全民获得最大收益,但私营经济或官僚经济都是以个人或小集团最小成本——全人类与大自然却会付出了最大成本,私人或小集团获得最大收益——全人类与大自然却会损失更大的利益。一个私营企业或国营官僚企业尚且如此,众多官企、千万私企怎能不是祸国殃民,无限危害直至毁灭全人类赖以生存的大自然?!

任何经济的目的应该是使人类健康长寿、幸福无忧,但是,所谓经济发展了几千年、工业发展了几百年、特别是全球化了几十年,人类需要的基本指标却不仅没有应有的提高,反而每况愈下,连生命时刻要呼吸的大气越来越重的被十面霾伏,每天需要的自然水源越来越深的被污染毒化、越来越多的食物干脆直接就是依靠毒害,并随着自然循环、市场一体化而全球恶化,人工垃圾也将“统治”人类——如此“经济”,人类岂能痴迷?!

人类所谓的高级就是如此无休止的坑害了自己,也祸及自然界生物。现代自然界少有不死的生物,长寿动物也常常夭折,并非生命进化的局限,而是要么被等级霸权专制国度里的争权夺利、骄奢淫逸、胡作非为、草菅人命、天灾人祸连年不绝,要么被土地私营经济为主的国家里生产经营主要是背离自然、互相毒害、导致人性异化、生理退化、整体恶性循环,及各国画地为牢的封锁、血雨腥风的争斗、弊大于利的建设、害人害己的贪食等祸害所致。这一切的一切决非人类宿命,决非大自然进化的必然,而是人类病态制度的悲哀!我们并非要过原始生活,决非不要科学技术,需要的是真正科技与理性运用!而衡量任何科技及其应用是否合理、是否为大自然与人类所需的唯一或基本标准就是全民意志的表决。否则,科技就会成为私人或霸权阶级的魔具而大行邪门歪道,并被愚弄成“文明”——文明得使大多数人越来越不幸福,体能、健康相对于动物不断弱化退化,全人类寿命都止步不前。

从奴隶封建制、当代等级霸权制到标榜为民主的土地私有制西方国家,人们都没有赢家。人类要全面幸福、要苦苦追求长生不老只存在于梦想中。幻想当芸芸众生都短命时,唯有自己及亲人可以长生不老,如同幻想人民都是愚民,只有独裁者或富豪才如神一般聪明、全能一样,是荒谬绝伦的——只有民众都聪明并尽情发挥时,您才可以学得无数理性知识、享受最优环境、幽默艺术、无数爱情,从而真正聪明幸福。即使真的发明出生命基因图谱替换术,也不可能长久延续生命,因为,只要是有意识的动物,特别是高级动物,精神愉悦、轻松、充实才是第一位的,是生命力旺盛不衰的源泉,而精神不可能靠基因获得,那将换不胜换,最后只能换掉整个生命;其次,只有整个自然环境、人文环境都能为人类提供:时时来自自然生物的生气、个个最具生命力的生物活力、处处优美自然环境的吸引力、人人胜过兄弟姐妹般的亲爱激动力时,人的体质才能保持生命力而无限长寿;而要整个自然环境特别是人文环境如此适宜,当然得靠全民结成一家,生活无忧、愉悦幽默、互相奉献、共同护理。正如:一支独放不是春,百花齐放才能春满园。否则,一切枉然。

本来,人类作为高级动物,应该有智慧与能力吸取百物精华,取长补短,在幸福、体能、寿命等方面大大超过任何动物,加之人类特有的幽默卓智、身体构造、最优激情,足以青春长驻!无穷无尽的宇宙当然拥有无数适宜人类居住的星球,也需要、等待人类去开发、移民、享受!为人为己、为天为地,人类都理当长寿无限!当人都难老时,年龄越大,才越有吸引力——没有人再说您老,只会尊称您为老师。

面对此情此景,您就是仍然拥有一国江山、独裁权力、亿万财富、无数美女又如何呢?拥有一国江山与无立锥之地的平民,拥有主宰亿万人生命的独裁权力与底层平民在正常寿命上相差无几,拥有比贫民多出亿万倍的财富也决不能就使自己寿命比贫民高出亿万倍,哪怕只是一倍的寿命都达不到,拥有无数美女、日夜沉湎于性生活中不仅不会使人长寿,反而会使人透支生命而早逝,因为性生活本身如饮食,只是人类作为动物的低级本能需要,把最低生理需要垄断、霸占、买卖、扭曲成最高需要或人工奢侈品,并故弄玄虚成荒谬文化,注定了全人类的短命!

宇宙无始无终,世上美人层出不穷,自然仙景美不胜收,您仍然只能活短短几十上百年!而且,还始终摆脱不了无穷烦恼:所有臣民对独裁权利的明争暗斗、亲人歹徒对家产财富的算计打劫、三妻四妾对自己老态的阳奉阴违等等,正是这些无法避免的烦恼才致使人更加紧张、短命。现世中仍在勾心斗角、不择手段、骄奢淫逸、妄自尊大、或看破红尘、寄望上帝者难道不都非常可怜、可悲、可惜?

其实,都不能说他们天性邪恶或迂腐,连动物野兽都无天性可归于邪恶的。他们也是制度的不幸者,就如腐朽的绝对霸权制度必然造成绝对腐败的贪官,又形势所迫或装模作样必须惩罚直至处死一些贪官,难道不也如制度的陷阱?当两种制度及其衍化下的社会现象针锋相对、势同水火,又大有外国洪水覆灭本国社会小火之势时,其民族与宗教激进者铤而走险,生死一搏,不惜同归于尽,又岂能简单的斥之为恐怖?当满身本领无法正常发挥,或者面临生存危机时,不甘消沉或自尽者愤起打家劫舍,又怎能只是判他们罪刑时法不容情?

人,要永远强过他人,要拥有超级幸福,要吸引无数异性,要自己长生不老,都没有错,错就错在一直没有发现、实行一种好的制度,使人们都能够理性的、和谐的、并受到大家拥护的获得;贪,本是动物的动力,是人之常情,高尚者压抑贪念,是因为能获得更多更好的名誉,我们正义者更有理想,只不过自己心中最大的就是人类正义使命。人类并不需要、也很难划分哪些该贪那些不该贪,关键只要设置好的制度,使任何人只能、只愿贪取对自己与大家都好的,而几乎贪不到或者根本不愿去贪损人利己的。只有当人人都能够好,都只能好,都能达到最好时,一切好人好事、高尚幸福、长生难老才会纷至沓来。

这种制度决非痴人说梦,决非宗教再版,她就是本书要揭示的人类社会最高、本来也是最低的社会科学真理——全民主制度!实行由全民选举、直接罢免的永恒执政的全面的真正的全民主制:其精髓、实质并非建立存在公与私对立、对持的社会,再通过提倡大公无私或公而忘私来勉强应对这最大的矛盾,而是要名副其实:是全民作主而非公产,即实行不仅生产资料,还包括土地自然界与社会都以人人共有为原则。要确保共有不演变成传统的公与私对立、分化的矛盾,就必须让每位共有人有权对社会与自然界的一切平等作主;作主当然不是、也不可能是个人或少数可以妨碍全体或多数的决策与利益,更非可以不听从政府领导的决策与指挥,而只能通过以理服人,从而争取更大多数人支持的民主程序来重新表决;而全民主的第二涵义共同生产,同样只有实行民主制而非国营官僚管理制才是真正的共同,这既是群策群力的最大力量、最高智慧的需要,更是使任何生产经营活动排除一切对人类、社会、大自然危害所必须,也自然而然的使一党专政的最大弊端:绝对权力下的绝对腐败基本绝迹,化腐朽为神奇。再以无比的高尚优势自然吸引世界同一,才能使几千年来人类苦苦追求的所谓“经济”最经济——以全人类与自然界最小的成本为全民大家庭获得最大收益;私营经济不再与公有制对立,而作为人权与经济经济之集体人权并行不悖,相得益彰,百利无害。

丝毫不必担心,民主制就带来低效率,民主制才能有真正的高效率与高效益同在——允许任何人提出反对意见,是为了保证领导决策者尽量不犯错,同时,不等于人们就能够或愿意提出反对意见。即使提出反对意见,也只有依法和平理性的争取到全民过半数的同意才有效,这就足以自动排除任何别有用心者或少数人借口搅局,使其只能自我反省,多数人民也会劝导并督促其回归理性,社会的和谐与稳定就无需过多劳驾政府。这就是远高于西方间接民主制的创制、复决权之直接民主。有了直接民主对事务的决策,有了民主经济这唯一合乎自然平衡规律的经济制度,当然优于低级的间接民主的多党制,人民也会自觉抵制否定全民主制度的言行,并自由、平等的竞相成为全民主科学党员,全民主科学党的领导才能真正的永恒得民心而得天下,轻松和谐,理直气壮,当之无愧——没有哪位平民会放弃使自己真正成为社会与自然主人的全民主制!就连各级领导人都可以终身任职,为人民鞠躬尽瘁死而后已,不至于中途退居,浪费人才(财),令人惋惜——没有哪位主人愿意换下自己最敬爱的“保姆”、公仆!

既然平民都是社会的主人,全民主制的全面性就包涵人人对他人关爱与监督的权力与义务,就如同大家都是同一血缘家庭亲人的互动,普及公开身份、接受提醒的义务与奉献博爱、给他人道德评分的高级人权,并实行以道德得分享受取代金钱,才能彻底改变几千年至今人与人之间的自私、隔阂、冷漠、利用、敌视,及只能挤向权贵奉迎拍马的独木桥的腐朽没落,并足以消除一切财产犯罪乃至故意犯罪,化干戈为玉帛,人人争作爱的奉献,众志成城,使中国的万里长城告别画地为牢的封建割据、阻碍经济与人类交流、妨碍动物自由迁移的本性,更新成世界统一大家庭的环球“长城”绿道,使全民主制的最高境界:每个人的自由是一切人自由的条件的人类联合体,升华成天使人间,使我们希望的蓝图成为全人类的共同梦想、现实理想!

如此人间乐园连动物也会被友善吸引过来,与人同乐,表演绝活(当然是免费);即便是植物也会如同感化,大为赞叹——叹出更多的氧气供养人类,并派鲜花、绿草漫延簇拥而来“选美”,树林恨自己不是动物,但可以不断长高来饱揽人间美色,遥相呼应——彼时彼景,人类与自然怎能不和谐?人的寿命怎能不如植物青春难老?

远古的猿猴变成人类并非基于自然进化,靠的就是直接民主制,全民主制也一定能再使人类成为真正的人——天使!

在没有实行这全新的科学的全民主制度前,任何违法或邪恶者都并非不可救药,都可以归咎为邪恶制度之树的苦果,就如还没有发明电时,我们不必再责备之前的人们喜欢黑暗与懒惰、低效,对过去的冤冤相报就如对历史包袱的不舍,只会拖慢人类完全进化、高尚升华的脚步。让我们不拘泥于历代霸权封建与土地私有制造成的国家、民族、等级、种族等任何差异乃至敌我、亲疏,一起携手共进人类社会最高、也是基本的境界——全民主共产主义大家庭!只有实行了这使人类都自然、必然成为天使的制度,人间真正光明后,如果还有人仍然在暗中搞违法邪恶勾当,才真是甘当小人,但,那些人只会是演员。
