一、重要意义
1、不依意识形态划界，只求最佳合作。
历届美国总统大多因所谓意识形态问题，就与中国划界、冷战，即使是不得不与中国开展经济交往，但始终打上政治标签与折扣。经济本来如流水自然使水池持平地，一方对对方的限制也不可避免的受到作用力与反作用力的反弹甚至报复，以致双方常常两败俱伤。
如果还硬要扯上意识形态的问题，那么，英、法、意、德、日、俄罗斯等都恃强凌弱，是现代史上侵略者，一度成为各国公敌；倒是只有美国中国尽管经济、军事实力天下第一第二，硬是没有侵略他国的野心与经历，只是一直反对侵略，具有道义的可靠性，连中国领导人也习惯于平易近人（习近平大名的正义）。可见，并非川普简单的以貌取人，而是要以德服人。
故，川普这一建议对于中国而言，是前所未有的可能还未曾设想（？）的机会！因为，美中关系，非此即彼——没能全面合作，势必争斗不断；而建国70年来，就因意识形态的划界，两国始终处于基本敌对状态，明争暗斗，层出不穷。只有废除了这道围墙，两国不设防的全面合作，就能正能量远大于负能量了。中国只要不处处计较，因小失大，就能充分把握这合作机会，成就空前的民族复兴与人类命运共同体+科学共产主义的全球贡献！
故，中国政府务必要把握时机，去与川普提前促成此事，才能一举把最大对立变成最大助力！切莫再错失良机啊，否则，时不再来——川普只有这一届任期了，他这类个性的总统可谓千载难逢！
当然，鉴于众所周知的美国国情，还是应该顺带彻底清算所谓意识形态的错误，以免新一届总统或国会唱反调，走回头路：世界上之前以前苏联中国为首的东方与以美国为首的西方两大阵营，围绕所谓意识形态的冷战，各执一词，争论互相攻击，明枪暗箭，给全世界造成重大损害，贻害至今。
之所以始终莫衷一是，就因为所谓的意识形态都是从社会论社会，而社会本身就是虚拟的世界，唯有大自然及其物质、生物才是真实的存在与需要，而人类只是大自然里的生物，就必须依靠大自然，适应大自然，遵循大自然标准——自然规律，特别是统领整体的基本规律：自然平衡规律！平衡才能永恒。
故，一切只能依自然规律、各定律及其自然科学来论证对错。
在任何国家里，土地及其人民才是实体，才是国家的基本要素。而土地，依自然平衡规律，就本来是、也只能是统一的整体。只要土地被分裂了，一切都无法理顺，凡是直接与土地有关的事务就难以正确，无法获得最佳效果，副作用、负能量却无数，甚至如加速度的积累。
人及人权也同样离不开土地，分裂土地首先、直接、主要就是限制、剥夺了人权，使人不如兽——动物的权利。当人的权利连动物都不如了，岂不是彻头彻尾的反动？！人类本是动物，动是活的主轴与必需。但历代经济甚至文化、教育大多数都是为了使人不必动——与动相反，或禁止自由活动，以致人人体质越来越弱，寿命止步不前，人民还能充分发挥聪明才智、群策群力吗？岂能不层出不穷邪恶与罪恶？！中国能够赶超西方，中东各国能够在沙漠里创造出世界奇迹，其基本原因就在于此；而中国中东为何只能是相对优势，就在于他们对于土地及其资源，还是实行国有制。如果土地由全民共有公决，并以民主经济为主，其无比也无敌的伟大优势可想而——不知——简直不可想象！
2、美中两国联手无疑是当今世界最佳组合。
人们常说美国对外是“胡萝卜+大棒”，其实，美国经济是私营主宰，私营企业原则不受政府控制，至少无需以积极的作为方式来配合，只需消极的不违反政府的禁令。
故，是否要对外投资等还得又相关企业老板说了算。故，美国政府能直接、完整实施的外交就是军事威胁或策反，都具有很大的破坏性，又还是换汤不换药，甚至更糟。显然，单靠美国的强势军力达不到目的或效果，即使加上传统盟国（也往往只有英国响应）的力量也无济于事。
故，不热衷于热战、冷战的亏本或不划算的川普就得另起炉灶，为此，川普不在乎对西欧传统盟友、北约主要国家不屑为伍，倒是独具慧眼，隔空相中了合作伙伴——中国领导人，谋求与中国全面合作，
就因美中两国几乎具有全面的优势，除了经济、军事、科技都是世界主力外，还：在地理上，分属东西两半球，合起来就是全球；在人种上，代表着世界主要的白种人与黄种人；在语言人口上，讲英语与中文的人口也分别占据世界前列，有利于这两大语文充分发挥，从而由世界各国择优而用，人类作为唯一会语言文字的有高级智慧及其精神能量的动物，要想最充分的发挥智慧、具有最大的精神正能量，获得最大的方便、学习、交流、爱情、民主表决等人生幸福与力量，必须统一语文！在智慧上，白种人擅长透视与微观，黄种人擅长联想与辩证，只有统一了语文，才能完全的取长补短，共同进步了；在性格上，白种人的敢想敢做，黄种人稳健平衡，等等，这几方面的1+1>2能力会使之为世界上最佳搭档，定能发挥前所未有、无可替代的巨大作用。
- 这是应运而生的时势造英雄。
正值世界大多数地区常常处于乱世中，并随着科技特别是军事科技突飞猛进，却愈演愈烈的惨绝人寰，终将哪天会不可逆转的导致天翻地覆，全人类同归于尽！这绝非危言耸听，须知：恐龙，那不合自然平衡规律及其自然进化的产物，为何得以诞生？并肆虐全球？又为何全部消失？其深刻的原因决非西方那些自命不凡的专家学者弱智推导甚至胡编乱造的所谓“自然进化而诞生的”，又因“外星球不小心撞击地球而消失”。达尔文用自然进化论来解释人类的诞生，就根本不合推理逻辑与大自然的基本规律，以他的自然进化论来解释恐龙，更为荒谬！唯一的真理就是：恐龙是地地道道、彻头彻尾的人工产物，是史前人类社会各国因都实行罪恶的霸地霸权制度，互相生死竞争下，靠邪恶科技创造的超级生物武器！失控后就吞噬了全人类包括始作俑者，然后，再因—而消失（限于本篇主题，请详见本网站wwwhll.com正分批发表的巨著【全人类的共同使命与理想】）
虽然，早已成立了联合国，但实在只是徒有虚名，装模作样，软弱无力，不仅使国际法根本不够格称为具有强制执行力的法律，而且连许多决议的内容都不敢伸张正义，连说都不敢说，尽管说了也白说，让世界人民恨铁不成钢！好在川普不喜欢白费口舌，与其白说，不如就说黑社会的黑话！他深知，那些习惯白说，并假装听不懂黑话者，内心才只对黑话敬畏，甚至还不敢公开讨价还价。因为，他们还要自命清高，死要面子活受罪，或者，深知与黑社会老大较真，只会被加倍付出：加征关税或挨（他国）打，非此即彼，简明扼要。以致政治素人川普在满世界虚情假意的政治老手里，反倒是最游刃有余，得心应手的，效率效益兼得。
现在，天生为O型血、反应灵活的川普就敏感时势造英雄，他还可以创造机会一举成为世界的英雄！以免大家总说他小家子气，只想着美国，是保守主义，其实，他那是以退为进，而且，天性开放——别再误会了！
既然，双方合作没有了历史阻碍，只有现实的伟大意义与能量，那就进入
- 如何联手
显然，首先要巩固双方关系，就要：双方要坦诚相待，优势互补，才能打好组合拳。对待对方要基于善意共赢，不要只想利用对方；还要一心一意，不要受他人影响就三心二意；要达到1+1>2的力量，毕竟，是要解决世界所有问题，就不能仅凭1+1=2的力量，就得：
1、在科技教育上互相学习，共同提高，以求好上加好的正能量，避免互相限制的负能量，须知这一常识：限制别人，就限制了自己！只有不够聪明者才担心失去聪明，除非为了防范科技用于邪恶恐怖。故，美国不仅继续接纳中国人才，也应鼓励大家学习中文，如川普的子孙，不仅因为中国值得学习的方面太多了，而且，中文确实是当代世界最优秀的语文（详见本网站），才能更有兴趣、更准确的理解中国的全局及其无限未来的观念、特别是习主席倡导的人类命运共同体理念，当然，都可以用美国的科学来予以论证。
但须注意，真正科学的论证必需遵循民主制，绝非当代美国西方放任科学科技私营盛行的裙带关系加独裁制，那势必扼杀无数后起之秀的先进之作包括本网站已经及即将发表的众多论文、著作与演讲：就因为我们找不到诺贝尔奖得主来推荐或曾经发表过论文者来署名为第一作者，及赞助商！至于为何欧美西方的科学界还是居于世界领先地位，只因别国是实行国营的科学科技等级与官营独裁制，而且，连言论自由都缺乏，难免禁锢了思维灵感，又不能对科技主管有效监督，以致更加腐败弱智。
加之不得不移居西方的科技人才又盲目崇拜西方科学界，以讹传讹，自欺欺人，以致世界经济至今主要是反动的发展，人人体质每况愈下，大自然越来越遭到不可逆转的破坏，人人的幸福感、寿命止步不前，甚至远远不及低级动物与无知的植物等，堂堂人类，居然被连当生物都不够格的病毒打倒害死，避无可避，防不胜防，就因可以说是最起码的生物学知识——病毒究竟是如何诞生的？都至今搞不清楚；却高调空唱什么“只因基因替换，人人就可以永保健康，长寿千年”——根本错误：基因根本不可以替换（包括病毒人造）！（详见本网站wwwhll.com专论）等于白白浪费全球科学界极大的人力物力，反而让那些投机取巧的商人用来生产众多的所谓基因替换产品，又欺骗了无数善男信女与亿万财物；尤其是，拿现代都不健康的人体作为标准来论证人的最长寿命，并煞有介事的辅佐以“细胞只能分裂50次，而平均每两年就分裂一次，是自然规律，故，人人的寿命最多只能120岁左右”所谓科学实验数据，也根本不合科学，违背推理逻辑！以致人人都被陷入这死循环，难以自拔，目光短浅，只求在这短短的有生之年里吃喝玩乐，不可终日（详见本网站wwwhll.com专论）。
- 在经济上，互通有无，彼此投资，共同创业——决不能再搞传统的合资制，只能创办真正的经济民主经济，才是真正的经济；才能确保共赢皆赢，不伤害第三人，不危害大自然（详见本网站wwwhll.com专论），对此，川普可以学学中国的中庸之道，不必口口声声就是钱，钱并非万能，只要能让各国依据自然平衡规律、人类命运共同体来有机的连为一体，那才是价值无穷——何况，依将来无比美好的科学共产主义模式，会实行以道德评分取代金钱，人人都视金钱如粪土。
- 在军事，不仅只能出于正当防卫，而且，只能重点实施斩首，擒贼先擒王！就得着力于如何配合，争取零伤亡的成功实施对法西斯独裁者的斩首行动，包括就在独裁者观看的自由搏击比赛场，最好使暴君还想上台秀肌肉，要求运动员只能对他假打，他则可把运动员当做沙包真打时，导演出以假乱真的真打——用西方拳击+中国功夫=组合拳“童子拜佛”，一招毙命! 在法律上也可攻可守：是他先狠心的把我打得头晕眼花，腿软脚抖，以致失手打死了他——谁知他如此不堪一击，他不是所有方面都是天下第一（包括武术）吗？
对此，美国只应当学习他国之长，无需盯着他国之短，毕竟，他国体制又不会越权统治本国。关键是，历代全部所谓社会科学只是自命为科学——都缺乏依自然规律、自然科学佐证而非科学，以致政治制度、经济制度甚至道德制度等都陷入各执一词，互相攻击，自以为是，自欺欺人，误人误己，害天害地，甚至人不如物的深渊。
唯有我们独创的依据大自然的基本规律——自然平衡规律及其自然科学推理出来的人类社会理想模式能够广而告之后，各国人民才会发自内心的自发归聚。那时，虽然独裁者、大富豪不舍自己高高在上的特权，然而，当大家都已知：任何靠金钱、特权统治下的科技、物质、方法都不可能使自己长寿，哪怕只是一倍的年龄，只有生活在科学共产主义社会模式里才自然、且必然能够幸福的长保青春至千年万岁，而且，领导人大富豪会因贡献最大而获得万民爱戴，并众望所归的继续担任大家庭家长，从而真正实现“万岁万岁万万岁”（详见本网站专论）。
4、在政治上，既要互相取长补短，更要不限形式，本着自然规律、自然科学来推理人类社会最理想的政治——大众之事的基本管理框架，那不仅首先使本国更美好，也才能为世界各国树立良好的政治示范，不言自威。
双边关系牢固了，再就是
三，如何顺利解决世界问题了。
首先就得具有公信力，才能师出有名，以免他国基于国与国的平等、独立等而本能排斥。就应借助现有的联合国框架——尽管是花架子，据实改变就好。
提议召开世界各国大会，基于公平与效率，修改遭到世人诟病的安理会一票否决权,以便以后能够顺利地以安理会名义发挥应有的全新作用
一票否决制是彻头彻尾的反民主措施真不知口口声声遵守民主制的西方领导及其学者何以炮制出如此反民主的创举？！
独裁暴政从来不只有积极行为，这类消极的通过否决多数意见，而强迫多数甚至全体必须服从自己个别或极少数人的意见，难道不是货真价实的独裁霸权吗？！如此荒谬悖理，究竟是西方学者连这简单的联想能力或逻辑思维都缺乏，还是假装糊涂、要变相独裁呢？包括本来法院审判适用人民陪审员决定事实认定甚至惩罚，非常好，是人民民主、防止法院因所谓的司法独立而滥用无法无天的独裁权、导致绝对腐败、渎职，是西方政治史上流传下来的难得直接民主。
然而，确定被告罪行与量刑特别是处死刑时，非得全体12名陪审员一致同意，等于其中一人的独裁决斗就可以否决11名绝对多数的民主！如此反民主的“民主”，根本不是科学需要的谨慎、准确，科学要求的推理探索，就是量变到质变的过程，只要量变超过半数，就具有了质的规定性，至少是对原质的否定性。西方学者政客顽固坚持所谓“民主是多数人决定，但必需照顾好少数”，彰显着西方统治者深知本阶级始终只是极少数人，不可能获得多数选票的无赖，就宁可自相矛盾——依大自然的基本规律：自然平衡规律，大自然里万事万物相互之间存在无数矛盾，但决不会存在自相矛盾！自相矛盾只能是人类弱智、反动、害人害己的产物——每时每刻都逆反着自身的植物神经，甚至五官意识、中枢神经系统，如此抗拒多数的反动及自残自虐的人生，岂有不短命之理？！（详见本网站wwwhll.com专论）
须知，民主制之所以无比伟大，就在于如同川普先生性格：正直单纯！只有唯一规则：少数服从多数的决定，多数也要照顾少数的道义，只能是决定生效后，只能是道义；如果还有，那就是——深一层的少数服从多数——下级的民主公决还得服从上一级更大范围、更多人口的民主公决！
有鉴于此，对于原属乌克兰的克里米亚半岛、东部四个州，即使各自全民公决要脱离乌克兰而转入俄罗斯，包括台湾民进党念念不忘的台湾人民自决独立，都是真实的民意，也必须补上上一级直至全国全民公决的程序，才能定其去留。程序正义不也是西方学者政客标榜要首先遵循的吗？否则，不仅不合民主的真理，也极不合理——居住在优越地理位置的公民就可以自行决定独占该地？而排斥其它贫瘠土地上的或不愿失去全体土地的公民权利，须知，人人生而就理当是世界的主人，动物都可以满世界自由、平等的居住生活，岂能反而人不如兽？！以理服人，
须知，动物之间都有共识，而群居生活，和平相处，人与人、国与国之间怎能找不到共识，人不如兽呢？
如果国与国正在发生战争的，首先，双方必须无条件停火，再冷静的找共识，如果还要各执一词，最后就直接组织各方共同全民公决，决非只是由双方政府谈判，道理很简单，政府官员都有极大的私利，而交战牺牲的都只是平民的子女，故，官员们就会为了私利而寸土必争，加之，私利不敢公开，官员们都会花言巧语，冠冕堂皇，蒙蔽世人，以致久拖不决，贻害无穷！唯有广大平民如川普的政治素人，心底无私天地宽，即使个人自私，但全民自私的相加就是、才是天下为公了！
当然，因至今世界尚无真正美好的社会模式可以参照，两国出面时难免有的国家不领情，拒不接受合理的方案。对于这类蛮不讲理，又拒绝民主表决规则，只信奉暴力与欺骗的独裁者，就理当当机立断，快刀斩乱麻。
当然，捍卫正义，正当防卫，也要讲究策略，那就要完全放弃白人历史上喜欢诉诸于决斗的思维，因为，当代的决斗、宣战早已毫无古代公平决斗的影子，决定发动侵略战争的只是独裁者个人，但送死的全部是反对战争的无辜平民子女！故，为了人类最后的正义，为了挽救生命，也为了效率，首先只能针对独裁者一人坚决实现斩首，宁可奖励义士英雄10亿美元以上！（详见本网站wwwhll.com专论）
如果只是和平相处的纠纷，原则上，只能就事论事，以理服人，同样不得以意识形态来搞“种族歧视”，才能赢得当事国的接待。当然，还要实事求是：指出其规律性，让当事人佩服得心服口服，有纠纷的各方才容易握手言和；如果还给大家亮出全人类最美好的规律——本网站“幸福地长寿的规律”——科学共产主义：美国的自然科学+中国的共产主义基础，那就将使大家都握手言欢，心悦诚服！川普与习主席这两位老朋友就能使全世界化腐朽为神奇，并锦上添花，美不胜收。只有如此这般，两国才有公信力，才会从不请自来的主动管理，到被各国纷纷排队邀请两国去帮助解决问题。当然，两国既没有可能解决所有的问题，也没有必要，而应让各国本着解铃还需系铃人，首先并尽力自主——自己发挥民主的神奇力量——不止解决当下问题，还带来永恒的美好！
只有当其一国的民主自决结果有害邻国、世界时，我们才要出手，直至启动民主的纵向程序——全球各国或全人类公决。故，为了最高效率的解决主要问题、疑难问题，最好是预先领导联合国制定相应的国际法，两国担当联合国的执法部队。当然，还是川普那句老话，我们出面是要收费的。只是那时，当事国都会主动出钱——而且，出得比川普想要的美元数额会多出数十甚至数百倍呢——真的，您也懂的？
四、注意事项
1、美国决不能再靠军事武器第一来充当世界警察了。任何有良知得人都深知，军事武器除了杀人就是破坏！根本不该当做国家赚钱的项目，那是地地道道的谋财害命的犯罪！任何明知故犯者都因经常违背自身的植物神经的正直本能、五官上意识的真实对等反应而自虐短命！故，川普领导美国要赢得世界真正的全面的尊重、跟随、奉献，就得靠经济、科技、科学教育、美好的人文与自然环境方面吸引世人。连经济方面也要注意——
2、经济的取舍也不能只依传统标准，为了经济而发展经济，连经济的目的是什么？连历届诺贝尔经济学奖得主都无知，只知不择手段的竞争，盲目的发展，导致陷入恶性循环。本来，经济的目的就是、就只能是，使人人幸福；幸福的标准就是能否长保青春的长寿！但当代经济主体反动，违反、逆反人必需的活动、本能的动物属性，岂能不使人的体质、幸福感、寿命每况愈下，大自然更是遭到不可逆转、越来越重的摧毁？！
3、不宜按自己喜好或私利来挑选优先解决的事务。不然，很难获得当事人的配合，甚至费力不讨好。应基于规律第一，自然科学的标准、正义使命的顺序。
4、不要为自己急功近利，须知，公道自在人心，只要获得国际社会的一致或大多数认可，好处无限的。
5、虽然得签订双边条约，以便具有国际法效力。但美国条约是由总统起草后提交参议院批准，而美国是多党制加三权分立、联邦制、总统限任，参议院与总统每隔二年或四年可能换成反对党，加之各州权力太大，如果大多数州不配合，甚至唱反调，该条约也可能很难落实。故，美国对这最重要的双边条约，还应该带头补上民主制基本原则——全民公决，以求群策群力，既充满智慧，也才有公信力，任你政党轮替，总统夭折，但公道自在人心，多数人心决不会乱变。
五、未来展望
1、从联手化解俄乌战争开始，赢得世界的尊敬。方式其实简单易行皆好（详见本网站wwwhll.com专论），也预祝川普总统因而荣获诺贝尔和平奖！
2、中国支持美国接着统一北美，美国支持并确保中国和平统一台湾，统一的方式由全民公决。
3、两国累积多数国家支持，协助美国为主促使联合国名副其实。
因当代国际社会大多数还是帝王霸权统治，不讲道理，常常不择手段，花言巧语的利用他国，牟取暴利。故，不能首先或完全指望靠以理服人、民主表决来改善联合国，必要时，可以先斩后奏，一并升级成为联合国第一任共同领袖，但在程序上，一年后一定得召开全球大会，以求获得多数国家得追认！为了确保获得各国追认，并热心追随，还建议宣布——
4、把联合国搬到大瀑布世界五大湖之伊利湖与尼亚加拉河处（五湖四海，意味着全球，五大湖又是人类生存必需的最大淡水区，其中的尼亚加拉大瀑布更如吸纳全人类的造型），按照我的科学设计，建立一栋海拔3800米高的顶天立地的人类联合大厦，一栋大厦就可以居住并生活500多万人。
当然，第一批居民理当是招收世界各地的道德评分的好人，以便这使全人类获得最美好的新生之万年工程有良好的立竿见影的开端，在该大厦必需实行——
