1、结合这个“主权在民”网站本身，推动制定【主权在民法】，规定：每位选民都有要求创制权（提案权）、复决权（对国家法律、政府政策、司法裁决、甚至各公有制单位的规章等），对全体官员都有权先要求其主管部门撤职、开除，遭拒绝的，就可以提请当地全民罢免；只罢免个人，不要其全党官员无辜受牵连而下台，导致施政中断，失去人才；罢免通过后，才对应举行补选。罢免与选举，也都采取同样的程序，只需赞成者网上表决，绝对多数通过才有效。就杜绝了当代那劳民伤财的定期一刀切式选举，最后还只有相对多数、实际上的少数通过，从而如少数人统治多数人的独裁霸权。
2、依据自然平衡规律及人人都是整个天地主人的要求，实行人人有权在全国范围行使主权，并且，下级政府逐级服从上级直至中央政府及其更大范围的民主公决，防止地方独裁、弱智、自私。
四、住房上，不仅确保人人有免费住房，而且，住所高端、科学、幸福。
